DEPARTMENT OVERVIEW

The Wireless Division delivers telecommunications infrastructure projects across the UK, supporting mobile network operators and telecommunications customers through the design, construction, upgrade, maintenance and optimisation of wireless networks.

The Commercial Team is responsible for driving commercial performance across the Wireless Division, ensuring effective contract management, financial governance, commercial reporting, billing accuracy, supply chain management, risk mitigation and profitable project delivery. The team works closely with operational and finance functions to support sustainable growth, contractual compliance and exceptional customer service.

JOB OBJECTIVE

Reporting directly to the Head of Operations, the Commercial Lead will provide leadership and direction to the Wireless Division Commercial Team, ensuring the effective management of all commercial, contractual and financial activities across the business.

The role will be accountable for the overall commercial performance of the division, including full Profit & Loss responsibility, contract management, revenue assurance, supply chain governance, commercial reporting and risk management. Working closely with operational teams, customers and supply chain partners, the Commercial Lead will ensure projects are delivered efficiently, profitably and in line with contractual obligations.

KEY RESPONSIBILITIES

Commercial Leadership

  • Lead, manage and develop the Wireless Division Commercial Team.
  • Establish and maintain robust commercial governance, controls and reporting processes.
  • Provide commercial leadership and support to operational, project and finance teams.
  • Drive a culture of commercial awareness, accountability and continuous improvement throughout the division.
  • Act as the primary commercial interface between the Wireless Division and senior management.

Financial Management & P&L Responsibility

  • Hold full Profit & Loss (P&L) responsibility for the Wireless Division.
  • Analyse actual performance against budget and forecast, identifying opportunities to improve profitability and operational efficiency.
  • Produce and present weekly and monthly commercial performance reports to the Head of Operations and senior leadership team.
  • Monitor revenue, margin, cash flow and working capital performance.
  • Support annual budgeting, forecasting and business planning activities.
  • Ensure accurate financial reporting and commercial controls are maintained across all projects and programmes.

Contract Management

  • Lead the commercial administration and management of customer contracts throughout their lifecycle.
  • Ensure all contractual obligations are delivered in accordance with agreed terms and company governance requirements.
  • Manage contract variations, compensation events, change control processes and commercial negotiations.
  • Administer and manage contracts under NEC3 and NEC4 contract frameworks.
  • Identify, assess and mitigate contractual risks and commercial exposure.
  • Support dispute avoidance and resolution activities where required.

Supply Chain Management

  • Manage commercial relationships with subcontractors, suppliers and strategic delivery partners.
  • Oversee subcontract agreements, valuations, applications, payment processes and final accounts.
  • Ensure commercial compliance across the supply chain and drive best value procurement practices.
  • Monitor supplier performance and commercial effectiveness.
  • Work closely with procurement and operational teams to optimise supply chain performance and profitability.

Billing & Revenue Assurance

  • Oversee all billing and revenue recovery activities across the Wireless Division.
  • Ensure applications for payment, invoices, variations and supporting commercial documentation are submitted accurately and on time.
  • Monitor work in progress (WIP), debt management and cash collection activities.
  • Ensure accurate commercial records are maintained to support invoicing and audit requirements.
  • Drive improvements in billing accuracy, revenue recovery and commercial reporting processes.

Stakeholder & Customer Management

  • Develop and maintain strong relationships with customers, suppliers and internal stakeholders.
  • Support commercial input into bids, tenders and new business opportunities.
  • Act as a point of escalation for commercial matters between customers, operational teams and suppliers.
  • Attend customer reviews, operational meetings and commercial governance forums as required.
  • Provide commercial insight and recommendations to support strategic decision making.

PERSON SPECIFICATION

Essential Experience

  • Minimum 5 years’ experience within the mobile telecommunications industry, supporting wireless infrastructure deployment, network rollout, maintenance or telecommunications projects.
  • Proven experience in a Commercial Manager, Senior Quantity Surveyor or similar senior commercial leadership role.
  • Demonstrable experience managing and developing commercial teams.
  • Strong experience managing customer and supplier contracts within telecommunications, infrastructure, utilities or engineering environments.
  • Proven experience administering and managing NEC3 and NEC4 contracts.
  • Track record of managing full Profit & Loss responsibility, including forecasting, budgeting and financial performance management.
  • Experience managing commercial risk, contractual change, variations and claims.
  • Experience of billing, revenue assurance and financial reporting processes.
  • Strong supply chain management and subcontractor commercial management experience.
  • Experience analysing commercial and operational performance data to support business decision making.

Skills & Knowledge

  • Excellent commercial and contractual awareness.
  • Detailed knowledge of NEC3 and NEC4 contract frameworks.
  • Strong financial management, reporting and analytical skills.
  • Advanced Microsoft Excel skills including Pivot Tables, VLOOKUP/XLOOKUP and data analysis.
  • Experience working with large and complex data sets.
  • Knowledge of Power BI or similar business intelligence tools would be advantageous.
  • Strong negotiation and stakeholder management skills.
  • Excellent planning, organisation and prioritisation abilities.
  • Strong written and verbal communication skills with the ability to influence at all levels.
  • High level of numeracy and commercial acumen.
  • Strong focus on quality, safety and continuous improvement.
  • Ability to work under pressure, manage competing priorities and meet demanding deadlines.

Qualifications

  • Degree qualified in Commercial Management, Quantity Surveying, Finance, Business Management or a related discipline (preferred).
  • Membership of a recognised professional institution relevant to the role, or equivalent professional experience, would be advantageous.
  • NEC Accreditation or formal NEC3/NEC4 contract training is desirable.
