DEPARTMENT OVERVIEW

MJ Quinn has recently secured the OSA (Openreach Service Agreement) contract, marking significant growth across Mid North Wales, South Wales, The Marches, West Midlands, Staffordshire, and Central regions. The OSA contract encompasses full regional ownership of network upgrade programmes, maintenance, and repair activities on behalf of Openreach.

JOB OBJECTIVE

Reporting to and directed by the Area Manager, the Poling Supervisor will support poling and overhead field delivery teams to ensure all safety, compliance, and quality standards are met through a defined audit and inspection regime. The role involves liaising with clients and members of the public, supervising infield project delivery, and promoting a positive and professional image of the department.

  • Hours of Work: 37.5 hours per week
  • Rate of Pay: £32,000-£34,000 per annum
  • Work Location: West Wales
  • Travel Requirements: As required within the contract regions

KEY RESPONSIBILITIES

  • Promote a positive and professional image of the department by adhering to company policies, procedures, and standards.
  • Supervise infield day-to-day project delivery within the geographical area, ensuring delivery to client requirements, safety, quality, street works, supplier performance, and improvement across supply chain and direct labour resource.
  • Ensure service level measures are achieved by both sub-contractors and direct labour resource, managing risk as required.
  • Work with the supply chain to ensure fluid execution of works against required service level measures.
  • Ensure all emergency response works are made safe within the required 2-hour response time.
  • Engage with local authorities to foster positive working relationships.
  • Act as the infield catalyst for works being executed to the correct standard, preventing Section 72 Defects.
  • Take responsibility for remedying Section 72 Defects within 14 calendar days.
  • Promote a safe working culture by conducting a minimum of 2 site safety checks per week.
  • Investigate accidents, incidents, near misses, quality failures, and service deterioration trends.
  • Raise and follow up on non-conformance reports to ensure actions are identified, pursued, and resolved.
  • Attend joint site meetings at the request of customers or utility providers for hot job assessments.
  • Maintain and build strong working relationships with internal and external stakeholders, including colleagues, customers, suppliers, and senior management teams.
  • Work efficiently and effectively as part of a team.
  • Communicate effectively with all other departments.
  • Complete weekly measurements with clients, supplying supporting documentation to the PMO.
  • Deliver quality service to the client, ensuring performance standards and contractual KPIs and SLAs are met.
  • Provide timely and accurate periodical reports to PMO, defining project progress, problems, and solutions.

PERSON SPECIFICATION

Essential

  • Strong planning, organisation, and monitoring abilities.
  • Full UK driving licence, continuously held for 12 months or more, with no more than 6 points.
  • Availability for an on-call rota.
  • Computer literate.
  • Strong written and verbal communication skills.
  • Excellent interpersonal skills and ability to communicate at all levels.
  • Strong orientation towards quality, safety, and continuous improvement.
  • Ability to prioritise work, work well under pressure, meet deadlines, and manage business expectations.
  • Adaptable and flexible approach to work.
  • Legal right to work in the UK.

Education, Qualifications and Certification

  • Knowledge of Openreach networks, particularly poling and overhead background (advantageous).
  • Experience in a related industry.
  • Proficiency in Microsoft Excel.
  • NRSWA Supervisor Units.
