Mitie are seeking a dynamic experienced electrical and mechanical engineer to join their team in Cyprus as the Safe Systems of Work Manager at RAF Akrotiri. Reporting to the Mitie Service Delivery Manager, the RAF Akrotiri Safe Systems of Works Manager is a substantial and challenging role. The successful candidate will be embedded into the CSP Supply Chain providing operational support and delivery under the CSP M&E Manager.

Responsible for providing SME leadership and direction to colleagues, supply chain and contractors, this role is accountable as an embedded member of the team, for delivering essential services in accordance with JSP 375. The SSW Manager is the AE site representative and is required to guide and inspire our supply‑chain in order for them to deliver exceptional services to our Client, the Defence Infrastructure Organisation (DIO) and our customers (military personnel, civil servants and their dependants) at several strategic sites within your area of responsibility. The successful candidate will be experienced or have a good understanding of Authorised Persons duties under JSP 375.

Main Duties

  • Safe Systems of Works Manager for relevant sites, ensuring the practical implementation of Safety Rules and Procedures as required by MOD and operational management of a team of AP supervising engineers and military staff (when attached).
  • Ensure the operation and maintenance of the Station's infrastructure is implemented within statutory and mandatory parameters.
  • Directly responsible for site HV / LV infrastructure, AGL and Petroleum.
  • Overseeing and actively participating in the implementation of Statutory and Mandatory responsibilities for JSP Chapter 4 Mechanical and JSP Chapter 5 Petroleum installation.
  • React to failure of the infrastructure as soon as reasonably practicable and ensure that any necessary service clearances are available, and systems isolated to carry out work safely.
  • Review and revise working procedures on an ongoing basis in liaison with AE, Company SME and the Cyprus Service Provider Joint Venture (CSP JV).
  • Ensure working procedures are in line with JSP Permit requirements for relevant disciplines (routine AP functions).
  • In liaison with the M&E site manager of CSP JV co-ordinate the Contract Planned maintenance Schedules and CIDP Works as related to essential services.
  • Act as Senior Co-ordinating Authorised Person and focal point for Mitie's Authorising Engineers for WSBA, for: HV/LV, hazardous area Electrical systems, AGL and POL.
  • Provide technical advice to appropriate CSP & Mitie Management and any remedial action required following the publication of Safety Alerts, Technical Bulletins and Policy Instructions issued by DIO, MOD and Mitie.
  • Monitor feedback from CSP JV regarding remedial works arising from planned maintenance inspections liaison with M&E Supervisors/Managers to ensure remedial works orders are raised and progressed in line with contract requirements.
  • Carry out technical review of completed EICR and Minor Works certificates to confirm that they have been correctly completed and remedial defects are being progressed.
  • Prioritise both maintenance and repair work to ensure it is planned so as to afford minimum disruption to the customer.
  • Act as a mediator in problems relevant to essential services tasks to ensure the operational effectiveness of the sites while the contract works are progressing as per programs agreed with the client.
  • Attend Board of officers, progress and handover meetings to provide technical advice on the Stations infrastructure as required.
  • As required, provide SSW progress reports to CSP JV and DIO, ensuring they are aware of potential problems regarding the essential operational services.
  • Ability to carry out physically demanding operational tasks on systems and plant.
  • Ability to work at height and within excavations and confined areas.
  • Carry out on-call duties on a rotating roster.
  • Lead a Health, Safety and Environmental culture, ensuring a robust and meaningful programme of safety awareness briefings that are delivered consistently across the contract, promoting a zero tolerance to unsafe behaviour.
  • Deliver LiveSafe Safety Briefs as required related to Permit works.
  • Encourage Project Engineers and Supervisors to deliver LiveSafe Briefs as required.
  • Be an inspirational role model motivating the team enthusing people to be more proactive, deal with people consistently and develop and maintain good working relationships.
  • Maintain the skilled persons register of tradesmen working for CSP JV and sub-contractors on the Station involving the initial assessment, issuing of skilled persons certificate and monitoring tradesmen while on site.
  • Manage staff in accordance with Mitie procedures and best practice, ensuring that you are fair and objective, that you communicate what is expected of them and encourage them to meet the company objectives to achieve their full potential.
  • Review and authorise Service Clearance certificate, involvement with Excavation processes and procedures (where required).

This is a multi-faceted role that requires a flexible astute individual who can integrate, communicate and inspire our people and supply chain to ensure our SSW culture is one which is wholly supportive to contract delivery and the safety of our frontline colleagues. The successful candidate will be focussed on cultivating and maintaining collaborative and constructive relationships with our Supply Chain managers and engineers. You will be a driven, experienced, resilient and adaptive engineer providing operational support to a busy MoD Airfield supporting frontline operations. You will have the credibility and passion to ensure the Supply Chain operate to and maintain the required standards. Inspire, support and offer guidance to the other incumbent SSW Managers as required.
