Location: Hybrid/Remote

Reporting to: PMO – Programme Director

Direct Reports: NERS Manager, Technical Training Lead, Quality/ITP Coordinators

Role Purpose

The Technical Assurance Manager is the primary authority for how electrical infrastructure projects (up to 132kV) are delivered. You will be responsible for defining, standardizing, and enforcing the technical "Blueprints" for project delivery, including the standardization of Inspection and Test Plans (ITPs) to ensure consistent, high-quality execution across the entire project portfolio. You will bridge the gap between various departments to ensure a "Single Way of Working," oversee the NERS accreditation system, and lead the development of a technical training academy, while simultaneously collaborating with other departments to ensure technical excellence from design to O&M handover.

Key Responsibilities

  • Process Standardization & Delivery Framework: Develop and implement a standardized technical delivery framework that ensures consistency across all projects, regardless of scale or voltage.
  • Cross-Departmental Collaboration: Work closely with Procurement, H&S, and Project Delivery teams to align technical specifications with commercial and safety goals.
  • Consistency Across Voltages: Ensure the framework is scalable and robust across all voltage levels (LV, 11kV, 33kV, and 132kV), eliminating "siloed" working practices.
  • Continuous Improvement: Actively audit the framework against live project performance, updating processes to incorporate lessons learned and industry "best practice."

NERS Governance & Compliance

  • Strategic Oversight: Directly manage the NERS Manager to ensure the business maintains all necessary accreditations (Design, Installation, Commissioning) for work up to 132kV.
  • Accreditation Integrity: Ensure all technical processes, site works, and documentation meet the rigorous requirements of Lloyds Register/NERS audits.
  • Authority Liaison: Serve as the senior technical voice for the PMO during external audits and DNO/IDNO high-level engagements.

G81 Standards & Internal O&M Adoption

  • Standardization: Lead the development of internal G81 standards for all networks.
  • Asset Uniformity: Ensure that materials, equipment, and construction methods are standardized to allow internal O&M teams to manage assets efficiently post-handover.
  • Spares & Maintenance: Collaborate with O&M to ensure the "Standard Parts List" reduces long-term maintenance complexity.

Standardized ITPs & Quality Gates

  • Uniform Testing: Develop a library of standardized Inspection and Test Plans (ITPs) that serve as the mandatory "Quality Gates" within the Delivery Framework.
  • Technical Evidence: Ensure the framework captures all necessary technical data and "As-Built" information in a standard format, reducing friction during the commissioning phase.

Technical Induction & Training Section

  • Role Onboarding: Design and oversee the induction of all technical roles, ensuring every new engineer or site manager understands "The Mitie Power & Grid Way" of delivering LV/HV infrastructure.
  • Academy Development: Build a dedicated Training Section to provide bespoke technical training, ensuring our workforce remains the most competent in the industry.

Experience & Competencies

  • HV Expert: Solid technical background in UK electrical distribution/transmission up to 132kV.
  • Process Architect: A proven ability to take "messy" or varied processes and turn them into a streamlined, standardized delivery manual.
  • NERS Specialist: Extensive knowledge of the NERS framework and what is required to maintain high-level accreditation.
  • Influencer: Ability to work across departments (Procurement, Design, Construction) to ensure technical standards are met without stalling project timelines.

Success Criteria (First 6-12 Months)

  • Framework Launch: Full rollout of the "Standardized Delivery Manual" across all project teams.
  • NERS Security: Successful retention of all NERS scopes with the new framework cited as a "strength" by auditors.
  • Induction Success: 100% of new technical staff completed the bespoke induction and passed initial competency gates.
  • O&M Satisfaction: A measurable reduction in technical queries and material discrepancies during project handovers.
