The SHE Manager is responsible for leading, embedding, and assuring health, safety, and environmental (SHE) performance across engineering service delivery within a regulated pharmaceutical manufacturing environment. The role ensures that all engineering maintenance, projects, and technical service activities are delivered safely, compliantly, and in line with GxP, regulatory, and client (e.g. AstraZeneca/GSK) standards, protecting people, assets, product integrity, and business continuity. The SHE Manager acts as the subject matter expert and independent assurance function, supporting operational leaders while maintaining clear oversight of high‑risk activities, major hazards, and critical controls.
Main Duties
- Lead and assure high-quality:
- Risk assessments (RAMS, COSHH, environmental impact)
- Hazard identification and control implementation
- Focus on major hazards and safety‑critical risks (e.g. pressure systems, HV/LV, confined space, Legionella, asbestos)
- Verify that controls are effective, not just documented
Safety Leadership & Culture
- Drive a proactive, intervention‑led safety culture across engineering and maintenance teams
- Promote visible safety leadership and reinforce 'stop / intervene' behaviours
- Ensure all personnel understand their safety responsibilities and risk ownership
Regulatory & GxP Compliance
- Ensure full compliance with:
- Health & Safety legislation (UK/EU)
- Environmental regulations
- Pharmaceutical GxP / GMP standards
- Client‑specific requirements (AZ/GSK standards)
Maintain working knowledge of relevant standards and codes of practice.
Risk Management & Control Assurance Engineering Safety Governance
- Implement and oversee:
- Safe Systems of Work (SSoW)
- Permit to Work (PTW) systems
Ensure governance frameworks provide:
- Clear accountability
- Auditability and traceability
- Alignment with Integrated Management Systems (IMS)
Assurance, Audit & Performance Monitoring
- Develop and deliver SHE audit and inspection programmes
- Monitor SHE performance through:
- Leading/lagging indicators
- Incident trends
- Compliance metrics
Provide independent assurance to senior leadership on risk exposure and compliance statutory.
Incident Management & Learning
- Lead investigation of:
- Accidents
- Near misses
- Environmental incidents
Ensure robust root cause analysis and corrective actions. Embed learning across engineering teams.
Emergency Preparedness & Resilience
- Ensure:
- Emergency response plans are in place for engineering‑related incidents
- Site teams are trained and competent in response procedures
- Regular drills and exercises are conducted
Competence & Training
- Define SHE training requirements for:
- Engineers
- Supervisors
- Contractors
Ensure competency assurance for high‑risk activities and authorised roles.
Contractor & Supply Chain Safety
- Assure safe delivery of work by subcontractors through:
- Pre‑qualification and onboarding
- Monitoring and audit
- Enforcement of SHE standards
Sustainability & Environmental Performance
- Support environmental compliance and improvement including:
- Waste, energy, and emissions management
- Environmental risk control
Qualifications
- NEBOSH Diploma (or equivalent) - essential
- Environmental qualification (IEMA or equivalent) - desirable
- Experience in:
- Pharmaceutical / regulated manufacturing environments
- Engineering / technical services delivery
Strong knowledge of:
- ISO 45001 / ISO 14001
- GxP / GMP expectations
- High‑risk engineering activities
