Job objectives and responsibilities
The Counter-Terror Protective Security Manager plays a critical role in developing, coordinating, and implementing counter-terrorism security strategies to prevent, prepare for, and respond to terrorist threats.
This position is responsible for conducting threat, vulnerability, and risk assessments; supporting the creation of security plans for events and assets; assist with managing security teams; and liaising with police, intelligence agencies, and emergency services.
The role also involves advising senior leadership on security posture and ensuring compliance with relevant legislation, including in the UK the Terrorism (Protection of Premises) Act 2025, as well as internal policies and procedures.
Main duties
- Strategic Planning: Develop and implement comprehensive counter-terrorism security plans for sites and events to mitigate identified risks.
- Lead the creation of Protect Duty frameworks and ensure compliance with Martyn's Law.
- Threat, Risk & Vulnerability Assessment: Conduct assessments to identify potential terrorist threats and vulnerabilities across infrastructure and locations.
- Intelligence & Analysis: Collaborate with intelligence hubs to analyse threat data and support informed decision-making.
- Incident Response Coordination: Ensure coordinated and proportionate response plans are in place for tenants and sites, supporting operational teams during emergencies.
- Team & Resource Management: Assist in managing security personnel and deployments, occasionally supporting or standing in for on-site operations teams.
- Stakeholder Liaison: Maintain strong working relationships with internal stakeholders, police, intelligence agencies, and emergency services.
- Policy & Compliance: Ensure adherence to security policies, procedures, and legal obligations, including emerging legislation and best practices.
- Develop and deliver a structured CT training and exercising programme, including:
- ACT Awareness / ACT Security
- SCa N (See, Check and Notify)
- Behavioural Detection
- Crisis & Incident Management
- Lead tabletop and live exercises to test readiness.
- Promote a security-aware culture across all levels of the organisation.
Operational Support: Provide assistance in overseeing day-to-day security operations as required.
Knowledge , Skills and Experience
- Professional Experience: Extensive experience in policing, military, or security management, with a strong background in counterterrorism and protective security operations.
- Subject Matter Expertise: In-depth understanding of current threat landscapes, security technologies, and mitigation strategies.
- Analytical Capability: Strong ability to interpret intelligence and risk data to inform strategic decisions.
- Leadership: Proven ability to lead and manage multidisciplinary security teams.
- Communication: Excellent written and verbal communication skills, with the ability to advise senior stakeholders and coordinate with external partners.
- Certifications: Relevant security management certifications are advantageous. Equivalent experience from military or policing backgrounds will be considered equally.
- Willingness to travel across the UK and Northern Europe as required.

- Follow Group and company policies and procedures at all times;
- Report any apparent deficiencies in systems of work or equipment provided that may result in failure of service delivery or risk to health and safety or the environment;
- Use all work equipment and personal PPE properly and in accordance with training received;
