Are you a Communications professional looking for a new opportunity? Do you want what you do day to day to make a difference to your community? As Communications Manager for the JPECCS contract within Mitie’s Immigration and Justice Division, you will lead the design and delivery of communications across mobilisation, transition and into Business as Usual (BAU). Operating in a complex and sensitive environment, you will ensure colleagues, clients and stakeholders are informed, engaged and supported throughout the full lifecycle of the contract. You will partner closely with senior leaders and cross‑functional teams to deliver clear, timely and empathetic communications that enable a successful Day 1 launch, a smooth and compliant mobilisation, and sustained engagement as services stabilise and transition into BAU.
Main Duties
- Lead end‑to‑end communications across mobilisation, transition and into BAU, ensuring continuity of messaging and colleague engagement.
- Develop and deliver a comprehensive mobilisation and transition communications strategy, including key messages, plans, FAQs, welcome materials and ongoing BAU engagement activity.
- Translate complex operational, contractual and technical information into clear, accessible and engaging communications for diverse audiences.
- Support colleague experience through change and stabilisation, ensuring communications remain empathetic, inclusive and aligned to Mitie values.
- Manage multi‑channel communications delivery, including SharePoint, email campaigns, newsletters, Teams, Viva Engage and leadership briefings.
- Act as a trusted advisor to senior leaders and operational teams on change, transition and BAU communications best practice.
- Coordinate closely with HR, IT, Fleet and Programme teams to ensure alignment of messaging, timing and delivery across mobilisation and steady‑state operations.
- Ensure strong governance, accuracy and consistency, maintaining alignment with brand standards, mobilisation protocols and BAU communication frameworks.
- Support the embedding of communication rhythms, channels and governance to enable a smooth transition into sustainable BAU communications.

- Proven experience leading communications across mobilisation, transition and/or business‑as‑usual environments, ideally within complex or regulated services.
- Strong stakeholder management skills, with the ability to advise and influence senior leaders through change and stabilisation phases.
- Ability to work at pace in high‑pressure, ambiguous and sensitive environments, maintaining quality and consistency.
- Excellent written and verbal communication skills, with the ability to simplify complex information for operational audiences.
- Experience delivering multi‑channel internal communications and engagement campaigns across different delivery phases.
- Strong collaboration skills, with the ability to work effectively across multiple functions and operational teams.
- High attention to detail, with a strong focus on accuracy, governance, risk awareness and compliance.
- A track record of building sustainable communication approaches that continue to add value beyond mobilisation into BAU.
