Overview Senior Policy Manager - Networks & Regulation

Our client, a leading grid balancing IPP, is seeking a Senior Policy Manager to join their team in London. The successful candidate will play a critical role in helping our client understand how transmission and distribution networks operate, how network investment is funded and incentivised, and how emerging competitive delivery models may create opportunities for them.
The Company Our client develop, build, own and operate a range of balancing technologies. Over the past few years, they’ve built subsequently the largest Battery Storage projects in Europe. Whilst Battery Storage is their core business, they are also involved in Hydrogen, PSH and Bioenergy fuelled thermal power plants.
Key Responsibilities Networks Policy & Regulatory Analysis
Track, review and report on relevant policy and regulatory developments across electricity networks, transmission, distribution and associated competitive regimes
Build and maintain a strong understanding of how network companies function, how they earn revenue, and how charging, incentives and allowed returns influence investment decisions
Analyse the implications of RIIO price controls, transmission allocation processes and wider Ofgem/DESNZ policy developments for our clients assets, pipeline and strategic priorities
Prepare clear internal briefings, position papers, consultation responses and supporting materials on relevant network policy topics
Competitive Networks & Tender Delivery
Support the business in understanding and positioning for competitive network delivery models, including Competitively Appointed Transmission Owner style opportunities and related tender processes
Coordinate cross-functional input from policy, finance, projects, engineering and commercial colleagues to support high-quality responses to competitive processes
Act as a practical policy project manager, ensuring inputs are gathered, evidence is tested and business positions are developed in a disciplined and timely way
Maintain awareness of relevant precedent regimes, including OFTOs, interconnectors and transmission allocation rounds, and translate lessons into actionable insight
Stakeholder Engagement & Influence
Support engagement with key policymakers, regulators, network companies and industry stakeholders
Help shape evidence-based arguments that support our clients commercial and strategic objectives while remaining credible with external stakeholders
Represent policy positions internally and, where appropriate, externally through meetings, working groups, consultation processes and briefing materials
Maintain a strong grasp of the competitive landscape, including transmission owners, DNOs, iDNOs, Ofgem, DESNZ and relevant advisory or consulting organisations
Business Insight & Policy Management
Identify market opportunities and risks arising from network policy, regulatory change and commercial frameworks
Maintain a policy tracker covering relevant developments, business positions, deadlines and actions
Provide practical support on broader policy and regulatory work where required, including licensing, metering, compliance and funding or support applications
Support the wider commercial operations and policy team in turning policy developments into clear business implications and recommended actions
Experience & skills Proven experience in UK energy policy, regulation or regulated infrastructure, with strong exposure to electricity networks
A good understanding of how transmission and/or distribution networks operate, including network charging, incentives, price controls and investment decision-making
Experience gained in, or working closely with, organisations such as Ofgem, DESNZ, National Grid, NESO, NGET, SSE Transmission, Scottish Power Transmission, DNOs, iDNOs, OFTOs, interconnectors, infrastructure developers or relevant consultancies
Understanding of RIIO, transmission allocation processes, OFTO-style regimes, competitive network delivery models or similar regulated tender frameworks
Strong analytical capability, with the ability to assess how policy and regulatory developments affect commercial strategy, asset value and future market opportunities
Excellent writing and briefing skills, including the ability to turn technical policy detail into clear, well-evidenced papers, presentations and recommendations
Confident working with senior stakeholders and able to coordinate input from technical, commercial, financial and policy specialists
