This is a non-operational specialist role based within establishments and line managed via the Senior Health Safety and Fire HSF&L Advisor within the National Service - Estates, Health, Safety, Litigation and Safety Group HSF&L Team. The role supports national plans and systems for the effective management of HSF and Litigation by providing first line advice and support for establishment(s) and by coordinating and operating relevant establishment(s) administration and management systems in line with national policy. There are no line management responsibilities.

The post manages the day-to-day delivery by liaising and coordinating health, safety and fire management in establishment(s), providing first line guidance and advice, training and support to key stakeholders including the SMT, staff, prisoners, contractors and visitors. Ensuring matters are investigated promptly as per guidance. The job holder will undertake the role, having access to all work areas, plant and equipment within the establishment. The post holder will report to the Senior HS&F Advisor in the HSF&L Delivery Team. Support for other establishments in the geographical area or wider structure may be required in line with risk.

Responsibilities, Activities and Duties

  • Responsible for the administration, management and assurance of all accident, assault, near miss and fire incidents. This involves investigating complex incidents, while collating sensitive information, obtaining CCTV/BWVC evidence and recording evidence findings on the Sphera system to support cases and advisory actions.
  • Administration and management of the DSE training and assessment software system; undertaking individual DSE assessments for acute cases and advising Managers when ergonomic assessments are necessary in complex cases.
  • Responsible for health, safety and fire safety training and assessment to validation, covering software systems, strategies and policy principles to enable staff to deal safely with emergencies.
  • Provide advice to managers, open individual learning plans for those with specific learning needs and provide peer quality assurance.
  • Support in the management, monitoring, review and delivery of the risk management model within the HSF&L Governance Strategy.
  • Advise and support senior management and governing governor of dangerous conditions requiring immediate action and intervention.
  • Responsible for production, review and monitoring of establishment FRA’s, identifying significant risks and actions, reporting and managing to mitigate or eliminate risk.
  • Liaise with the PSP HSF&L team to ensure national priorities feed into establishment management forums and report monthly on progress.
  • Manage and coordinate fire safety arrangements within the establishment in line with legislation and policy, including drills, familiarisation tours, tactical exercises and acting as point of contact during interruptions to key services.
  • Liaise with the Fire and Rescue Service to implement local contingency plans.
  • Collaborate with colleagues to support all local functions related to health, safety and fire compliance, monitoring immunisations, RIDDOR incidents, first aid, RPE training to national requirements, arson and PEEP advisor measures in line with governance strategy.
  • Review projects with senior stakeholders and management, providing technical health, safety and fire advice based on legal requirements, HMPPS policy and technical instruction.
  • Work with MoJ Estates colleagues on high risk audits, attend Estates tri-partite meetings, submit Planet FMs or New Work Requests and EIPs for unsafe conditions, and encourage reporting of unsafe acts and conditions.
  • Monitor adequacy of HSF&L Contingency Planning and assist in development and testing of contingency plans via MOUs.
  • Conduct frequent HSF tours to establish risk assessment processes and SSOW, ensuring risks are reviewed and managed and fire evacuation exercises are performed.
  • Assist regional litigation teams in identifying information to defend against legal challenges, reducing litigation costs.
  • Contribute to PHASE checklists, risk registers, and governance reporting; ensure staff receive health, safety and fire inductions and know emergency actions.
  • Attend morning meetings with SHSFA and report concerns; coordinate incident, risk and compliance data for the HSF&L committee.

Technical Requirements

  • Within 2 years: NEBOSH General Certificate or equivalent; HMPPS Fire Risk Assessment qualification
  • RPE Training Qualification to be gained immediately on appointment
  • Associate membership of IOSH within 2 years via NEBOSH or equivalent, then Technical Membership within 2–5 years (FT status)
  • Technician Grade of the Institute of Fire Engineers within 2 years and 25 CPD hours per year; EngTech via Engineering Council and registration as Fire Risk Assessors

Ability

  • Able to engage effectively with staff at all levels
  • Able to work to tight deadlines and prioritise workload
