This is a management role reporting to the Head of Public Protection, responsible for managing a cluster of Approved Premises (AP) within a Division. The role provides management and leadership within the National Probation Service (NPS), overseeing resources, strategic direction, and operational performance of the cluster. It also supports and covers other AP clusters during periods of absence, participates in the out‑of‑hours senior management on‑call rota, and represents the Deputy Director or Head of Public Protection to external stakeholders and staff. The incumbent must demonstrate a commitment to equality and inclusion, uphold NPS policies and procedures, and handle sensitive/confidential information with integrity.

Responsibilities & Duties

  • Demonstrate leadership and innovation in the implementation of strategy and operational delivery.
  • Deliver performance and quality targets.
  • Manage the devolved budget for the AP Cluster and allocate resources effectively.
  • Meet competing demands across geographical areas.
  • Manage middle managers and staff, and oversee employee relations within the AP Cluster in line with HMPPS policies.
  • Ensure AP staff contribute to and support risk‑management plans, including engagement with MAPPA.
  • Provide advice and make decisions on high‑risk offender management, ensuring appropriate placements within the AP estate, where senior management authorisation or involvement is required.
  • Play an active part in the corporate management of the NPS as a member of the AP divisional management team and take lead responsibility for specific projects or portfolios.
  • Lead and direct work with partners and key stakeholders, representing the NPS as appropriate.
  • Implement the HMPPS equality strategy.
  • Participate in and lead the divisional out‑of‑hours on‑call rota.
  • Be accountable for health and safety for the AP Cluster.
  • Be accountable for estates responsibilities for the AP Cluster.
  • Carry out safeguarding duties for children and adults in accordance with NPS statutory responsibilities and agency policies.
  • Ensure the interests and concerns of the community local to each AP are met with an appropriate response.
  • Respond to operational risks for the AP and organisational risks to the wider NPS presented by potential or actual significant incidents.
  • Use pro‑social modelling skills to reinforce pro‑social behaviour, challenge anti‑social behaviours, and attitudes.
  • Work within the aims and values of NPS and HMPPS.
