The role of Governor is a critical and privileged position for any prison where through effective leadership lives can be transformed and public safety protected. For HMP Welland Oaks this is an even greater responsibility – due to open in early 2029 based near the town of Market Harborough in Leicestershire, adjacent to HMP Gartree, this will be the first new public sector prison delivered since 2017 - opening and leading the most modern prison in our estate.
This is a rare and exciting career opportunity for an exceptional candidate with the right blend of skills and experience to engage in two phases of critical activity. Initially this will be the mobilisation phase – contributing to and influencing the plans for the prison's operation whilst the build completes and setting the operational vision, engaging and working with a central project delivery team. This will require the candidate to provide influence and leadership with wider stakeholders involved in opening the prison by early 2029.
The second phase will be the task of operationalising the prison and ramping up capacity, effectively delivering to the vision and priorities that you have developed. Learning from experience of new prisons, sustained leadership during the first 18 – 24 months of operation is crucial, so we particularly welcome applications from experienced senior operational leaders able to provide this level of continuity and commitment for both phases of delivery.
HMP Welland Oaks will be part of the Long-Term and High Security Estate (LTHSE), providing 1715 Cat B spaces in a new, modern, purpose-built prison we have been able to shape and develop in response to modern operational challenges. The LTHSE holds cohorts of prisoners with the highest levels of complexity and risk, often for increasingly long sentences, and as part of the LTHSE there is a commitment to delivering ‘long-term high standards’ in the service that is provided, delivering a safe, decent and secure prison.
As HMP Welland Oaks is under construction, it is not possible to work from site at this time. Therefore your base location will vary and could be any HMPPS (or other) location within a reasonable distance of Welland Oaks including other LTHSE establishments and may vary from time to time depending on the needs of the business. Mileage expenses would be covered for this travel. As soon as HMPPS is able to occupy the prison, you will be expected to attend site. Please ensure you consider this before making your application.
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and/or from home. Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
