An exciting opportunity has arisen for an experienced and driven individual to join the Greater Manchester Integrated Offender Management (IOM) Team as Operational Lead on a 12-month temporary basis.
This is a unique opportunity to lead within one of the highest-performing IOM programmes nationally, working at the centre of a highly effective partnership between Probation, Greater Manchester Police, prisons, local authorities, health providers and commissioned services. The role is focused on driving reducing reoffending, protecting communities and supporting individuals to achieve sustainable behavioural change through robust risk management, targeted interventions and innovative approaches to offender management.
As an IOM Manager, you will provide operational leadership and oversight for local IOM delivery, ensuring the effective implementation of national and Greater Manchester priorities. You will lead and develop staff, oversee multi-agency case management processes, drive performance and quality, and work collaboratively with partners to achieve positive outcomes for some of the most complex and challenging individuals within our communities.
The role also offers a significant opportunity to influence and support the wider Greater Manchester reform agenda. Working closely with colleagues across the Greater Manchester Combined Authority (GMCA) and other devolved programmes, the postholder will help ensure that IOM remains aligned to broader public service reform priorities, including rehabilitation, community safety, health, employment, housing and reducing inequalities. This includes building effective links with commissioned services and place-based partnerships to maximise opportunities for individuals managed through IOM and support long-term desistance from offending. The role will therefore suit a leader who is comfortable operating across organisational boundaries and can translate strategic priorities into operational delivery.
You will be expected to represent IOM within local, regional and national partnership forums, champion innovation and continuous improvement, and contribute to the ongoing development of Greater Manchester’s integrated approach to offender management. With significant changes across both criminal justice and devolved public services, this is an exciting time to join a programme that is at the forefront of partnership working and system leadership.
This opportunity would suit an individual who is passionate about partnership working, public protection and rehabilitation, has experience and is confident in implementing change at a fast pace and who is keen to contribute to the continued development of Integrated Offender Management across Greater Manchester.
This is a Fixed Term appointment but could lead to a permanent role subject to funding.
If anyone is currently working within Greater Manchester Probation Service, written approval from your line manager will need to be evidenced.
Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service, plus public holidays. Leave for part-time and job share posts will be calculated on a pro-rata basis
