Job description

Overview of the job

• This is a trainer role, based within MoJ People & Capability - Prison Learning Design & Delivery Team.

• The job holder will be responsible for delivery of approved training to HMPPS and external customers and is integral to delivering high quality provision and consistent standards of learning across training delivery. They will contribute to the associated development of new and existing products and resources.

• This is a regionally/nationally based position.

• If this is for a Foundation Training role, there is a requirement for you to be currently serving as an Operational Prison Officer Band 3 to 5.

• If this is for a Foundation Training role, including the delivery of Use of Force, the relevant instructor qualifications must be held and in date.

• If the postholder has previously completed a secondment with PLD&D, they may be subject to dual workplace arrangements. This will be thoroughly explored with the MOJ tax centre of expertise and Deputy Director. Tax implications will be communicated to the individual at the offer stage if applicable.

Summary

• This is a Band 5 role either within Operational Training or

Foundation Training, with no line management responsibilities.

• The purpose of this role is to deliver a range of learning services that build workforce capability in line with the strategic training

plan objectives and ensure that all quality assurance procedures and requirements are met.

• Working alongside PLD&D colleagues and Awarding Bodies where applicable, the job holder will ensure that they deliver a standardised high-quality learning offer.

• The jobholder will be responsible for assessing the capability of learners through approved processes and be accountable for ensuring they work collaboratively and appropriately within the PLD&D Operating Model providing products and services.

• The job holder is responsible for the delivery of and contribution to the design of innovative learning products, embedding and evidencing best practice to promote continuous improvement and development of people capability.

• The jobholder will undertake compliance activities in line with the PLD&D Quality Strategy to evidence the delivery of a learner centric experience. They will be responsible for ensuring that their delivery of training adheres to the requirements of the robust internal and external (where applicable) quality assurance processes, evidencing effective and impactful delivery.

• The job holder is responsible for maintaining their own professional development activities, to build their knowledge and skills, in order to contribute to an innovative, modern learning delivery experience.

• The individual is required to work collaboratively with colleagues across PLD&D. They will be expected to make decisions within

the defined limits of existing policies, procedures and processes, referring up to the Line Manager as required.

• They will be encouraged to offer workable solutions to ensure the smooth delivery of training.

• They will have a direct impact on the performance of their area of the organisation through their delivery role and their specialist knowledge and expertise.

• They will have influence on improving delivery output, raising the quality of service, building the capability of learners and enhancing organisational credibility.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

• Deliver a portfolio of business specific training programmes in accordance with the delivery schedule, embracing innovative delivery modes and methodologies and creating the best learner centric experience.

• Continual assessment of the impact of learning on an individual’s knowledge, skills and behaviours using specified criteria (including those identified by relevant Awarding Bodies), through formative and summative methodologies, ensuring that these, are at all times fair, objective and evidence based.

• Create an effective and engaging learning environment in which individuals feel safe, supported and encouraged.

• Ensure that the needs of individual learners are met by embedding diversity and inclusion considerations throughout all aspects of training delivery.

• Manage the pastoral needs of learners through support and signposting protocols.

• Produce, adhere to and update schedule of learning and lesson plans to evidence planning, assessment, achievement of learning outcomes and evaluation.

• Responsible for recording, and reporting on an individual’s performance, development and attendance, completing end of course paperwork as appropriate.

• Actively contribute to the quality assurance strategy and evaluation of training delivery, supporting the continuous improvement of the PLD&D learning offer.

• Responsible for updating training databases and learning management systems as required.

• Responsible for maintaining and recording their own professional development activities including self-reflection.

• Responsive to developmental feedback and other learning opportunities.

• Maintain operational and specialist subject knowledge, including both legislation and MOJ / HMPPS policies.

• Maintain operational status by undertaking mandatory requirements with prescribed timeframes, for example Use of Force and RPE.

• Contribute to the development of learning products, working collaboratively with PLD&D colleagues and stakeholders as required.

• Responsible for personal compliance to all

PLD&D/HMPPS/MOJ (where applicable) policies and protocols including the accurate and timely completion of all relevant administrative requirements.

Leadership and Management

Collaborative working – working across functional and organisational boundaries, representing PLD&D professionally and consistently. Management of resources – be mindful of how you use resources, always ensuring best value for money and efficient use.

Act as a role model displaying behaviours in accordance with the PLD&D/MoJ values and behaviours.

Delivery roles in Prison Learning Design and Delivery:

Prison Learning Design and Delivery (PLD) has two distinct delivery areas, and it is important that applicants understand the difference when applying:

Foundation Training

Foundation Training focuses on new Prison Officers joining HMPPS. Trainers in this area deliver the core skills, knowledge, and professional behaviours that prepare new staff for frontline operational duties.

Operational Training

Operational Training roles focus on delivering specialist, role specific learning to staff who are already working within HMPPS, across a wide range of grades and functions.

Operational Training covers a broad portfolio of subjects, such as:

  • Incident Management
  • Intelligence and Security
  • Offender Management and Case Administration
  • Safer Custody and Support Skills
  • Specialist operational roles (e.g. ViSOR, Search Teams, Emergency Response, Sentence Calculations)

Training is delivered through a mix of classroom-based learning, practical scenarios, and skills- based workshops. Trainers support professional development across the service, helping staff maintain and enhance their operational capability

What This Means for Applicants

  • These posts are Foundation Training roles.
  • You will be training new prison officers in Foundation training.
  • Due to the travel requirements of the role, a full UK driving licence is desirable.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Unsociable Hours


This role requires regularly working unpredictable and unsocial hours and be on call to attend their place of work at anytime. A 20% payment will be paid in addition to your basic pay to recognise this. Unsocial hours are those hours outside 0700 - 1900hrs Monday to Friday and include working evening, nights, weekends and Bank / Public holidays.
