Senior Human Resources Business Partner
Location
North West region – base within Liverpool, Manchester, or Warrington (as available).
Overview
The Ministry of Justice (MoJ) is responsible for running the UK’s criminal and civil justice systems. MoJ People and Capability supports the organisation by providing people services across the Justice family. As an HR Business Partner, you will partner with senior leaders to translate business strategy into a coherent people agenda and deliver change programmes and interventions across the North West and Women’s Area Executive Director Group.
Key Responsibilities
- Lead the strategic business conversation on people priorities at a director level.
- Continuously evaluate the impact of internal and external influences on the workforce.
- Partner with up to three directors and their senior leadership teams to develop and implement HR strategies.
- Provide strategic input on HR topics and help leaders develop effective people solutions.
- Coach leaders on people issues and how to manage the people agenda.
- Drive up the standard of leadership and people management across the region.
- Oversee complex employee‑relations casework and identify interventions for cultural or behavioural change.
- Partner with the senior leadership team on employee engagement, attendance and wellbeing initiatives.
- Ensure equality, diversity and inclusion are considered in all people initiatives.
Key Delivery Strands
- Business & Culture Change – Develop and implement HR strategy, advise on change initiatives and provide technical HR/employment oversight.
- Resourcing & Retention – Lead workforce planning, talent acquisition and development strategies, and succession planning.
- Leadership & Management Capability – Grow leadership capability through coaching and mentoring, and support the business to build management capability.
- Employee Engagement – Analyse survey results, plan action plans and drive engagement improvements.
- Attendance & Wellbeing – Manage attendance data and model, advise on strategies to reduce AWDL, and support wellbeing services.
- Equality, Diversity & Inclusion – Ensure equality impacts are considered in all people initiatives.
Essential Knowledge, Experience and Skills
- Excellent communication, networking and influencing skills to build collaborative relationships at the director level.
- Strong organisational and prioritisation skills, able to work effectively across tasks under pressure.
- Sound judgement and strategic thinking, recognising opportunities for improvement and implementing solutions.
- Confidence to provide advice, guidance and constructive challenge, with regular reporting to board level.
- Ability to solve complex and sensitive issues.

Qualifications
Must have completed and achieved Chartered MCIPD (or an equivalent HR qualification) and be actively demonstrating Continuous Professional Development or willing to gain the qualification within two years of appointment.
Security Clearance
Security clearance required. May include a requirement of CTC, SC or DBS depending on the environment.
Location/Travel
- Work base must be within the North West region – options include Liverpool Collaboration Centre (L3 9PP), Wymott Conference Centre (Leyland, PR26 8LW), or HMP Thorn Cross (Warrington, WA4 4RL).
- Regular travel to prisons across the North West and occasional travel to other HMPPS sites.

Working Arrangements
