We are a multidisciplinary team within the Department of Justice working on the future operation of privately‑run prisons in England and Wales. As an SEO (Senior Executive Officer) in the Prison Operator Competitions Analysis Team, you will provide high‑quality cost modelling, business‑case development and stakeholder engagement to influence the department’s strategy on private‑sector prison contracts.
Responsibilities
- Update and develop bespoke cost models for individual private prisons, using Excel and other analytical tools.
- Apply best practice in modelling, including rigorous quality assurance and data validation.
- Collaborate closely with finance, commercial, estates and policy stakeholders to understand requirements, agree assumptions and manage expectations.
- Manage multiple workstreams and competing deadlines, ensuring timely delivery of analytical outputs.
- Present findings to project teams and programme boards, defending analyses and justifying recommended spending.
- Draft business cases in line with Green Book principles and take cases through the keyholder process.
Qualifications
- Degree with a numerate, analytical, statistical or research focus (2:2 or above) or a higher degree (e.g. MSc, PhD); alternatively, significant professional experience in data analysis.
- Strong Excel cost‑modelling skills and a proven track record of quantitative analytical work.
- Experience in leading analytical projects and applying rigorous quality assurance processes.
- Excellent communication skills, able to present options and analysis to non‑technical audiences.
- Ability to interpret complex or ambiguous requirements, prioritise tasks and deliver on tight timelines.
- Strong problem‑solving and analytical curiosity, investigating data sources and improving models.
- Proven ability to build relationships with stakeholders and manage expectations.

Salary & Benefits
- National salary range: £42,914 – £46,182; London salary range: £49,325 – £53,081.
- Specialist allowance: SEO National £1,500, SEO London £500.
- Annual leave: 25 days on appointment, increasing to 30 days after five years; scheme allows buying or selling up to three days per year.
