Responsibilities

  • Ensure provision of meals for prisoners and maintain meal quality and quantity.
  • Monitor a safe working environment, request repairs, conduct ongoing testing, and report faults via the computer‑aided facilities management system.
  • Achieve Service Level Indicators within the unit and verify and sign off required documentation.
  • Maintain compliance with Food Safety Management systems and Hygiene Assessments and conduct risk assessments as necessary.
  • Cost menu requirements, manage the catering budget, and provide cultural, health‑nutrition and special dietary needs.
  • Act as the point of contact for all external/internal stakeholders visiting the kitchen (e.g. Independent Monitoring Body, HM Inspectorate of Prisons).
  • Estimate, order, and manage resources (food and ingredients) to deliver catering requirements and minimise waste.
  • Maintain security standards in the kitchen area in line with Local Security Strategy and National Security Framework.
  • Supervise the prisoner workforce in kitchens, including induction, training, supervision, pay and required documentation.
  • Implement national policy and local procedures for catering, ensuring consistency across the unit.
  • Collect, collate, analyse and act on catering‑related data, including feedback on food choice and quality and weekly menu choices.
  • Train wing food handlers on hygiene standards.
  • Inspect kitchens, prepare audit documentation and assist audit preparation.
  • Manage devolved budgets in accordance with the financial procedures in the budget delegation.
  • Manage all staff performance, development, annual appraisal, and sickness absence in the area.
  • Implement HMPPS standards and Service Delivery Indicators within the work area.
  • Ensure national and local policies (NSF, LSS, Finance Manual) are implemented and compliant.
  • Attend relevant boards/meetings and contribute as chair or member.
  • Provide leadership and direction to supervisors and staff through briefings, relationship building, and effective communication.
  • Produce relevant reports and ensure correspondence is replied to within agreed timescales.
  • Liaise and form relationships with internal and external stakeholders.
  • Contribute to the preparation and implementation of prison contingency and emergency plans.
  • Manage resources to deliver the activities within the defined work area and contribute to mid‑to‑long term business planning.
  • Ensure compliance with Health and Safety legislation, conduct risk assessments and promote staff personal responsibility for safety.

Qualifications

  • Level 4 Diploma in Food Hygiene or equivalent Level 4 HACCP award.
  • Level 3 Certificate in Food Hygiene.
  • Level 2 Certificate in Food Production within Hospitality and Catering (or equivalent).
  • Experience supervising or managing staff in a kitchen environment.
  • Knowledge of current health, safety and hygiene regulations applicable to a working kitchen.
  • Valid DBS Standard security check.
  • Competences of a Food & Services Supervisor – Catering (F&S Supervisor).

Additional Requirements

  • Regularly work unpredictable and unsocial hours (outside 0700‑1900hrs Monday to Friday, including evenings, nights, weekends and bank/public holidays) and be on call at any time.
  • Accept a 20% additional payment for unsocial hours on top of basic pay.
