Overview
The Ministry of Justice People and Capability (MoJ P&C) supports the organisation by enabling its people to be the best that they can be. We deliver high quality services for our customers across the MoJ. MoJ has a team of committed professionals delivering people services across the Justice family. The post holder will work with managers from within HMPPS to optimise the effective working relationship and maximise the impact of HR on business effectiveness. This role provides an opportunity to contribute to the HR enabling prisons and probation to make society safer and help people turn lives around.
Responsibilities
- Provide proactive problem solving and enable the business to find solutions to HR challenges with a generalist knowledge of case management and essential HR experience.
- Interpret HR policy, apply case management advice, and deliver key HR processes to maintain links with essential systems (SSCL, Occupational Health, Civil Service Pensions, etc.).
- Support business leaders, managers and specialists with more complex HR cases and provide a professional link to the central case management service.
- Act as first point of contact to the business, manage stakeholder expectations, and gather business intelligence to provide specialist advice or deploy the appropriate service.
- Appraise, assess and adapt to a wide range of issues; develop options to maintain or improve performance.
- Operate with autonomy within your discrete area of work to deploy resources, using initiative and established contacts across the wider HR community.
- Interpret HR advice, follow up where necessary to understand wider impact, and apply policy and best practice.
- Analyse HR data to decide on appropriate interventions or actions, considering sensitive or opposing opinions to establish the best approach.
- Exercise judgement and make decisions based on interpretation, with details that may be unclear requiring further investigation.
- Maintain relationships, support others, contribute to team decisions and use initiative to solve problems.
- Provide guidance and consultancy to managers on HR issues including: Employment Tribunal, Grievance, Disciplinary Support; Attendance Management; Audit, Assurance & Compliance; Commissioner: Expert Services & Support (Internal & External).
Location and Employment Conditions
Location: One successful candidate will be based at HMP Bristol. The other candidate will be based at either HMP Erlestoke or HMP Guys Marsh; travel between sites will be required. This role can be linked to the HR Apprenticeship (Level 5) and may be a route into CIPD qualification.
Requirements
- Previous experience in an HR delivery role and the ability to build and manage relationships with senior stakeholders.
- Support others to optimise performance of People Management Skills.
- Excellent verbal and written communication skills.
- Analytical ability to understand data and apply analytics to business delivery.
- Chartered MCIPD (or equivalent HR qualification) or willingness to work towards it and demonstrate ongoing CPD.
- Willingness to undergo a criminal record check and baseline personnel security checks as required for government roles.
Desirable Experience
- Experience in a Civil Service HR team and awareness of the wider Civil Service HR operating model.
- Experience in HR consultancy or service delivery based on a Customer Relationship Model.
- Member of CIPD or willingness to pursue qualification as part of career development.
Benefits and Recruitment Process
Salary: £35,335 plus Civil Service pension contributions (from £10,236). Benefits include learning and development, flexible working options, inclusive culture, Civil Service pension with employer contribution, annual leave, public holidays, season ticket loan, and other standard allowances.
