This is a non-operational specialist role based within establishments and line managed via the Senior Health Safety and Fire (HS&F) Advisor within the National Service - Estates, Health, Safety, Litigation and Safety Group (HSF&L) Team. The role supports national plans and systems for the effective management of HSF and Litigation via risk through the provision of first line advice and support for establishments and by the co-ordination and operation of relevant establishment administration and management systems in line with national policy.
Summary: The post manages day-to-day delivery by liaising and coordinating health, safety and fire management in establishment(s), providing first line guidance and advice, training and support to key stakeholders including the SMT, staff, prisoners, contractors and visitors. Ensuring matters are investigated in a timely manner as per guidance. The job holder has access to all work areas, plant and equipment within the establishment. The post holder reports to the Senior HS&F Advisor in the HSF&L Delivery Team.
Responsibilities, Activities and Duties:
- Administration, management and assurance of all accident, assault, near-miss and fire incidents. Investigating complex incidents, collating evidence and recording evidence on the Sphera system.
- Administration and management of the DSE training and assessment software system; undertaking individual DSE assessments for acute cases and advising managers on ergonomic assessments where necessary.
- Providing health, safety and fire safety critical training and assessment validation, covering software systems, strategies and policy principles to enable staff to handle emergency incidents, opening individual learning plans and performing peer quality assurance.
- Advising senior management and governing governors of dangerous conditions requiring immediate action and intervention.
- Managing and coordinating fire safety arrangements in line with legislation and policy, planning and executing fire safety drills, familiarisation tours, tactical exercises and acting as the point of contact during key service interruptions. Liaising with the Fire and Rescue Service to implement local contingency plans.
- Supporting local functions in relation to health, safety and fire compliance, monitoring immunisations, referring RIDDOR incidents, first aid assessment, RPE training, arson and PEEP advisor measures in accordance with governance strategy.
- Reviewing projects with senior stakeholders, including site visits and pre-start meetings; providing technical health, safety and fire advice based on legal requirement and HMPPS policy.
- Encouraging staff to report unsafe acts and conditions.
- Monitoring the adequacy of HSF&L contingency planning and assisting in development and testing of plans through MOUs.
- Ensuring staff are aware of risk assessment processes, SSOW, performing fire evacuation exercises and maintaining staff and stakeholder inductions.

Technical Requirements:
- Minimum NEBOSH General Certificate or equivalent; or completion within 2 years of appointment.
- HMPPS Fire Risk Assessment qualification or completion within 2 years of appointment.
- RPE Training Qualification, to be completed immediately on appointment.
- Associate membership of IOSH within 2 years of appointment; Technical Membership within 2–5 years if full-time.
- Technician grade of the Institute of Fire Engineers within 2 years of appointment, maintaining 25 hours CPD per year.
- Engineering Technician (EngTech) grade through Engineering Council and register on the Institution of Fire Engineers Fire Risk Assessors register.
Ability:
- Able to deal effectively and assertively with staff at all levels.
- Able to work to tight deadlines and prioritise workload in line with demand.
