The Criminal Injuries Compensation Authority (CICA) is an executive agency of the Ministry of Justice (MoJ). We receive over 40,000 applications every year for compensation from people who have lost loved ones or have been injured as a result of violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives. We employ around 350 people and are based in Glasgow city centre. We are a small, engaged, productive workforce with a real sense of corporate community. The role is based at 10 Clyde Place, Glasgow, G5 8AQ and we currently operate a hybrid working business model, where a typical employee works 50% of their week from the office. In the CICA Data Performance team, we provide high-quality data and analysis helping to ensure strategic, policy, finance, corporate and operational decisions are based on robust evidence. The Performance Reporting and Data Insights Manager is responsible for delivering high-quality performance reporting, management information, and data-driven insights that support operational and strategic decision-making. The role provides leadership for performance analysis activities, ensuring the organisation can effectively monitor outcomes, identify trends, and drive continuous improvement through evidence-based recommendations. The postholder will manage reporting processes, develop dashboards and analytical products, and work closely with stakeholders to translate complex data into meaningful insights that inform business priorities and performance improvement initiatives.

Key Responsibilities:

• Performance Reporting: Support the senior Performance manager in the development and production of regular performance reports and management information packs. Ensure the accuracy, consistency, and timeliness of performance data and reporting outputs. Develop and maintain performance frameworks, KPIs, and scorecards aligned to organisational objectives. Monitor performance against targets and identify emerging risks, opportunities, and trends. Present performance information in a clear and accessible format for a range of audience.
• Data Analysis and Insights: Analyse complex datasets to identify patterns, trends, and actionable insights. Use statistical and analytical techniques to support evidence-based decision-making. Produce insight reports that explain business performance and recommend improvement actions. Support forecasting, trend analysis, and predictive modelling activities where appropriate. Evaluate the effectiveness of programmes, services, and improvement initiatives through data analysis.
• Stakeholder Management: Act as a trusted advisor to managers and stakeholders on performance and data-related matters. Build effective relationships with operational teams, corporate functions, and senior leaders. Gather reporting requirements and translate business needs into analytical solutions. Support stakeholders in interpreting data and using insights to improve outcomes.
• Data Quality and Governance: Promote high standards of data quality, accuracy, and integrity. Implement quality assurance processes for reporting and analysis. Ensure compliance with organisational data governance, information management, and security requirements. Support continuous improvement in data collection and reporting practice.

Essential Criteria:

• Experience producing performance reports and management information.
• Experience analysing data and providing actionable business insights.
• Experience working with large datasets and multiple data sources.
• Experience developing dashboards and data visualisations.
• Experience of use of Excel and similar Microsoft Products.
• Experience of communicating clearly with technical and non-technical audiences.
• Experience working in a multi stakeholder environment.

Desirable Skills, Knowledge and Experience:

• Some knowledge of data analysis languages/tools, such as R, SQL, Python, Spark and data visualisation tools, such as Power BI.
• Experience of working with AWS platforms.
• Knowledge of the CICA Scheme.

We offer flexible working between 7am and 7pm, Monday to Friday. While we currently operate a hybrid working model, we encourage new starters to spend more time in the office during their initial period in role to support induction, training, relationship building and familiarisation with the organisation. This role is offered on a full-time (37 hours per week) basis.
