This is a non–operational specialist role based within establishments and line managed via the Senior Health Safety and Fire (HS&F) Advisor within the National Service – Estates, Health, Safety, Litigation and Safety Group (HSF&L) Team. It supports national plans and systems for effective management of HSF and Litigation through first line advice, coordination of establishment administration and management systems, and ensuring compliance with national policy.
The post manages day‐to‐day delivery of health, safety and fire management in establishments, providing first line guidance, training and support to key stakeholders including the SMT, staff, prisoners, contractors and visitors. The holder works in all work areas, plant and equipment, and reports to the Senior HS&F Advisor. Support for other establishments may be required in line with risk.
Responsibilities, Activities and Duties:
- Administer, manage and assure all accident, assault, near‑miss and fire incidents – investigating complex incidents, collating sensitive information, obtaining CCTV/BWVC evidence and recording findings on the Sphera system.
- Administer and manage the DSE training and assessment software system; conduct individual DSE assessments and advise managers on ergonomic assessments.
- Deliver health, safety and fire safety critical training and assessment; offer advice, create learning plans for specific needs and provide peer quality assurance.
- Support the management, monitoring, review and delivery of the risk management model within the HSF&L Governance Strategy; advise senior management on dangerous conditions requiring immediate action.
- Produce, review and monitor establishment FRA’s; identify risks, report and manage mitigation actions; liaise with PSP and HSF&L teams and provide monthly reports.
- Manage and coordinate fire safety arrangements in line with legislation and policy; plan and execute fire drills, familiarisation tours, tactical exercises and coordinate with the Fire and Rescue Service.
- Support health, safety and fire compliance functions: monitor immunisations, refer RIDDOR incidents, oversee first aid assessment, RPE training and other national requirements.
- Review projects with senior stakeholders; conduct site visits and pre‑start meetings; provide technical health, safety and fire advice based on legal requirements and policy.
- Collaborate with MoJ Estates on high‑risk audits, submit Planet FMs or New Work Requests and EIPs; encourage staff to report unsafe acts and conditions.
- Monitor HSF&L contingency planning; assist in developing and testing contingency plans, including memorandum of understanding.
- Conduct HSF tours using a triangulated approach; ensure risks are reviewed and managed; perform fire evacuation exercises.
- Assist regional litigation teams with collection of information and documentation for legal defense.
- Contribute to PHASE checklists and support the SHSFA in producing the HSF&L risk register and forward delivery plan.
- Ensure all staff receive health, safety and fire induction and understand emergency procedures.
- Attend and report at establishment morning meetings; support incident and compliance data for HSF&L committee meetings.
- Accept reasonable alterations and additional tasks of a similar level; adjustments may be subject to re‑evaluation under the Job Evaluation Scheme.

Essential Experience:
- Good IT skills – accurate use of electronic systems.
- Proficient in MS Word and MS Excel.
- Basic training and presentation skills.

Technical Requirements:
- Minimum NEBOSH General Certificate or equivalent (or completion within 2 years).
- HMPPS Fire Risk Assessment qualification.
- Immediate completion of RPE Training Qualification upon appointment.
- Associate membership of IOSH within 2 years via NEBOSH Certificate; Technical membership within 2–5 years.
- Technician Grade of the Institute of Fire Engineers within 2 years via HMPPS Standard Fire Risk Assessors course; maintain 25 hours CPD per year.
- EngTech grade through the Engineering Council; place on the Institution of Fire Engineers Fire Risk Assessors register.
Ability:
- Deal effectively and assertively with staff at all levels.
- Work to tight deadlines and prioritise workload in line with demand.
