This is a non-operational instructional job in an establishment with no line management responsibilities and is non-rotational. The job holder will be responsible for day-to-day activities within the Waste Management unit.

Responsibilities, Activities and Duties

  • Collect, process and dispose of waste materials from all areas inside the establishment in the most appropriate and effective way, with regard to legislative compliance and environmental standards.
  • Manage control measures for restricted waste, such as shredding and baling of confidential waste.
  • Liaise with contractors when ordering services, including skip collection and removal of waste (e.g., oil and confidential waste) in line with the Facilities Management Contract; maximise capacity for returns on commodities.
  • Ensure all waste removed from site is recorded for weight, cost and revenue and that waste transfer notes are kept for the required time; report mandatory recycling data monthly.
  • Deliver training and accredited qualifications to prisoners completing course administration; maintain training records, progress trackers and SMART targets.
  • Apply the Waste Hierarchy to the establishment’s waste management ethos and oversee related workshop activities (disassembly, repair, refurbishment).
  • Apply duty of care (documentation and Waste Transfer Notes) and manage waste permits or exemptions with the Environment Agency/National Resources Wales as required.
  • Ensure compliance with current waste legislation and escalate issues to management as needed.
  • Provide advice and guidance to staff and management on waste management; promote recycling and effective waste disposal; assist with Environment Committee Meetings.
  • Comply with the MoJ Circular Economy Strategy and sector guidance.

Other Instructor Tasks

  • Complete administration to support the workshop; participate in prisoner selection and induction where appropriate; train prisoners in health and safety, COSHH, machinery and tools usage.
  • Provide support for prisoners; tailor learning and training requirements to individual needs; contribute to prisoner reports and update training records.
  • Set work schedules, manage targets and quality standards; assess and evaluate prisoner skills to national qualification standards; log attendance and prisoner hours, including wages and piece work where applicable.
  • Supervise and maintain discipline within the workshop; oversee performance, motivation, discipline, appraisal and development of prisoners.
  • Maintain communications via radio; conduct security checks for prisoners entering or leaving workshops.
  • Complete assessments and reports (ACCT, VRIR, SIRs) as required and contribute to IEP reports.
  • Carry out fabric and tool checks; maintain workshop security; log faults; undertake planned maintenance; contribute to Health and Safety risk assessments.

Experience

Technical Requirements

  • Currently hold or be prepared to work towards Level 3 or equivalent in a waste-related subject
  • Knowledge and understanding of the Waste Hierarchy and Duty of Care including Waste Transfer Notes
  • Understanding of Waste Permits and Exemptions and compliance with Gov.uk regulations

Hours of Work

Standard full-time working hours are 37 hours per week, excluding breaks (unpaid).
