The FPESAP team is responsible for identifying, exploring and delivering capacity solutions offering decent, quality accommodation to meet short‑ and medium‑term demand. This work is part of the Prison Supply Directorate within HMPPS (HM Prison and Probation Service). The Long Term High Security Estate (LTHSE) workstream focuses on developing longer‑term capacity solutions across the high‑security estate, supporting sustainable capacity over time.
Responsibilities
- Explore, develop and manage capacity and contingency options supporting the Long Term High Security Estate (LTHSE)
- Conduct site reviews and lead feasibility work, including options appraisals
- Assess options against strategic, operational and financial criteria
- Develop and maintain a pipeline of contingency options to support long‑term capacity planning
- Work with stakeholders across HMPPS, MoJ and operational colleagues to ensure proposals are deliverable
- Support the development of Outline Business Cases and approval processes
- Present analysis and recommendations to senior stakeholders to inform decision‑making
- Contribute to governance, reporting and stakeholder engagement across HMPPS and MoJ
Qualifications
- Experience of working in complex projects, programmes or policy environments
- Ability to analyse information and undertake options appraisal
- Experience of working with multiple stakeholders across organisations
- Ability to balance strategic, operational and financial considerations
- Experience of contributing to structured outputs such as business cases
- Strong written and verbal communication skills
Eligibility
All candidates are subject to security and identity checks prior to taking up post. All external candidates will be subject to a 6‑month probationary period and internal candidates to probation if they have not already served a probationary period within HMPPS.
