Responsibilities

  • Lead and support the delivery of OPG's People Plan priorities, taking ownership of key workstreams that promote employee engagement, wellbeing, diversity and inclusion.
  • Provide line management for two Executive Officers, including managing workflow, supporting development and ensuring delivery against team priorities.
  • Develop and deliver engaging communications and events that promote OPG's People Promise, with a particular focus on wellbeing, diversity and inclusion.
  • Deliver targeted initiatives that improve the experience of underrepresented groups, including neurodiverse colleagues and those affected by menopause.
  • Support the implementation of a range of Civil Service and Ministry of Justice people policies, providing clear communication and practical resources to help colleagues and managers understand expectations.
  • Build and maintain effective relationships with a range of stakeholders including staff networks, senior leaders, communications colleagues and Ministry of Justice partners to support the successful delivery of engagement activity.
  • Lead on OPG wellbeing, diversity and inclusion accreditation activity, including evidence gathering, stakeholder engagement and preparing submissions for approval.
  • Represent the Employee Engagement Team, and where appropriate OPG, in wider Civil Service and Ministry of Justice meetings relating to wellbeing, diversity and inclusion.

Agreed Expectations

  • The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any workplace adjustments. Occasional travel to OPG's Nottingham and Birmingham offices may be required.
  • Flexible working will be considered subject to a minimum of 25 hours per week.

This recruitment will follow the Civil Service Success Profile process. Candidates will be expected to provide:

  • A CV detailing your career history. CVs will be assessed against the essential and desirable skills above.
  • A Statement of Suitability of no more than 750 words, to demonstrate your experience against the essential and desirable skills required for this role.

If a large number of applications are received, an initial sift will be conducted on the lead criteria: Strong organisational and project management skills, with the ability to manage competing priorities, meet deadlines and maintain attention to detail.

Interview Process

  • If you are successful at sift, you will be invited to an interview which will use the Civil Service Success Profiles.
  • At interview, candidates should expect questions on:
    • Strengths relevant to the role
    • The following Behaviours at HEO level: Delivering at Pace, Communicating and Influencing, Changing and Improving
  • At interview, candidates will be required to provide a short presentation.
  • All interviews will be held remotely via MS Teams. Feedback will only be provided if you attend an interview.

Hybrid Working arrangements

  • The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and/or from home (please be aware that this role can only be worked in the UK and not overseas).
  • All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

  • Strong organisational and project management skills, with the ability to manage competing priorities, meet deadlines and maintain attention to detail.
  • Experience of managing and developing people, including supporting performance, wellbeing and professional development through regular coaching and feedback.
  • Ability to work collaboratively with a diverse range of colleagues, fostering an inclusive and positive workplace culture.
  • Strong verbal and written communication skills with the ability to effectively convey key messages to a range of stakeholders.

Desirable Skills

  • Experience of developing and delivering people related initiatives.
  • CIPD qualified, or equivalent professional experience within a HR role.

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005. OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection. Salary

The national salary range is £35,335- £37,847. London salary range is £40,014 - £42,859.
