The Demobilisation Team is responsible for the safe, timely, and compliant exit of incumbent suppliers and ensuring successful transitions to new FM arrangements. You will report to the G6 Head of Demobilisation and lead a team of SEO/HEO-level Demobilisation Managers, working closely with Commercial, Contract Management, and Operational Property teams. To lead and deliver demobilisation programmes for complex FM contracts, ensuring that contract close-downs are legally compliant, performance reconciliations are accurate, and operational continuity is maintained across the secure estate. The post-holder will also lead on stakeholder engagement, risk management, and lessons learned across demobilisation projects. The role will be in a fast-paced and complex environment.

Key Responsibilities

  • Lead the planning, implementation, and oversight of demobilisation workstreams.
  • Develop and manage demobilisation strategies, playbooks, trackers, and exit plans.
  • Line manage and coach a team of Demobilisation Managers.
  • Ensure exit activities meet NEC3 Term Service Contract requirements, particularly Core Clauses, KPIs and Contract Data schedules.
  • Monitor supplier compliance with TUPE, asset handover, data returns, and contract closure obligations.
  • Manage disputes and support the execution of rectification plans or step-in rights where necessary.
  • Act as primary interface between MoJ and incumbent FM suppliers during the demobilisation phase.
  • Collaborate closely with Commercial, WSM, Legal, Contract Management, and Property Operations teams.
  • Escalate risks to governance boards and support the smooth onboarding of new suppliers.
  • Lead exit risk workshops and develop mitigation plans.
  • Oversee performance reconciliation, including KPI credit calculations, and validate final performance reports.
  • Drive resolution of legacy issues impacting transition or performance.
  • Lead lessons learned reviews post-demobilisation and update MoJ templates and guidance accordingly.
  • Contribute to strategic planning for future contract structures and improved exit readiness.

Qualifications

  • Significant experience delivering FM operational services or overseeing supplier performance in complex, multi-site public sector estates.
  • Leading demobilisation or mobilisation of large, complex FM contracts in a government, NHS, or defence environment.
  • Proven experience managing NEC3 or NEC4 Term Service Contracts.
  • Strong grasp of statutory compliance, TUPE, asset and data handover protocols.
  • Line management and team leadership experience.
  • Strong organisational skills and ability to manage multiple priorities across diverse stakeholder groups.
  • Excellent interpersonal and communication skills with proven experience in supplier relationship management within FM.
  • Confident interpreting technical FM data and applying operational knowledge to service transition scenarios.
  • Proficient in Microsoft Project, SharePoint, and programme reporting tools (RAID logs, trackers, exit templates).

Level of security checks required: Counter Terrorism Check (CTC).

Hybrid Working

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and/or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Salary

The national salary is £58,511 - £65,329. London salary is £63,343 - £70,725. Your salary will be dependent on your base location.
