As a member of the Ministry of Justice’s Transformation Team, the Benefits Manager leads the definition, tracking and realisation of benefits across complex projects and programmes, ensuring that identified benefits are achieved and value is delivered.
Responsibilities
- Proactively identify, quantify and track the realisation of benefits used to justify investment in the project, ensuring a fit‑for‑purpose approach.
- Provide visible and effective leadership, collaborating with the Project Manager to deliver benefits and outcomes in the business case.
- Develop and promote a clear vision and standards for best‑practice benefits management, building strong internal and external networks.
- Assist the Project Manager in preparing and updating the benefits section of the business case, working with specialists as needed.
- Define and shape the benefits management strategy at the organisational level.
- Oversee the project benefits realisation plan, including change control, risk identification and mitigation.
- Establish a system for consistent tracking and reporting of benefits throughout the project lifecycle and into realisation.
- Coordinate workshops to map benefits, ensure alignment, circulate the benefits map for approval and validate dependencies.
- Collaborate with stakeholders and the broader benefits management community to ensure benefits are identified, owned and maximised.
- Collect and share data in line with data standards, using digital tools to track and report on benefits realisation and assess impact.
- Line‑manage Project Delivery Professionals, focusing on HR, well‑being, development, coaching and maintaining PPM standards.
Qualifications
- Recognised project delivery, benefits management or change qualification (e.g., MSP, PRINCE2, Managing Benefits) or equivalent practical experience.
- Experience of leading benefits management and realisation in complex projects, programmes or portfolios.
- Experience of developing benefits strategies, benefits maps and benefits realisation plans.
- Experience of contributing to or advising on business cases, including defining measurable benefits and supporting assumptions.
- Ability to establish effective benefits tracking, reporting and assurance arrangements using data and insight.
- Strong stakeholder management and influencing skills, including working with senior leaders and multidisciplinary teams.
- Strong facilitation and communication skills, with experience of leading workshops and supporting shared understanding across diverse stakeholders.
- Demonstrable leadership capability, including promoting best practice and supporting delivery in a complex environment.
Desirable:
- Experience of working in government, arm’s-length bodies or a regulated public‑sector environment.
- Experience of working with portfolio offices, governance boards and assurance processes.
- Experience of using digital tools/dashboard reporting to monitor benefit delivery.
- Experience of coaching or developing others in benefits management practice.
Benefits & Working Conditions
- Grade 7 – Salary range: £58,511 – £65,329 (national) or £63,343 – £70,725 (London).
- Working pattern: Full time, Part time, Job share or Flexible Working, with at least 60 % of working time in an office.
- Annual leave: 25 days on appointment, increasing to 30 days after five years’ service.
- Pension: Choice of Civil Service pension schemes.
