HM Inspectorate of Prisons (HMIP) conducts independent inspections of prisons, young offender institutions, secure training centres, courts and immigration detention facilities across England and Wales.
The Research Officer supports the organisation’s research agenda by conducting surveys, analysing data, contributing to thematic reviews, leading research in policy areas and supporting the team’s data utilisation.
Key responsibilities- Organise and attend visits to custodial establishments to conduct detainee surveys.
- Process and analyse survey data for detainee and staff surveys, and check findings for publication in inspection reports.
- Contribute research expertise to thematic reviews and HMIP publications (literature reviews, methodology development, fieldwork, interviews, data analysis).
- Act as research lead for a specific policy area, keeping up to date with research, statistics and policy developments.
- Manage and support research assistants and ensure research findings are presented effectively.
- Update and maintain HMIP databases and provide analysis for governance meetings and annual reports.
- Provide support to inspection and policy colleagues through ad‑hoc research.
- Travel regularly, spending one or two nights per fortnight away from home to carry out detention surveys.
- Graduate level education in social science, statistics, public policy or related discipline.
- Experience in survey and questionnaire design.
- Experience with IBM SPSS, R or other statistical analysis packages.
- Experience analysing performance data and working as part of a team.
- Experience using MS Office applications (Word, Power BI, Excel, OneNote, Outlook).
- Strong written and verbal communication skills, including report drafting.
- Commitment to the values of HMIP and an interest in the criminal‑justice system.
- Good knowledge of research methodology and the latest techniques (demonstrated through qualifications and/or experience).
- Ability to design and specify small‑scale research projects, define research questions and produce draft specifications.
- Ability to summarise and interpret information accurately and conduct basic analyses using relevant data‑analysis packages.
- Working knowledge of procurement procedures, QA processes, legal and ethical issues in social research.
- Critical assessment and evaluation of information and evidence to support management of external research projects.
Research Officers spend large amounts of time on their feet while carrying up to 70 paper questionnaires, ascending/stair climbing, crouching to post questionnaires and responding quickly to emergencies. The role may be physically demanding.
Working arrangementHybrid working is available on a business‑needs basis, with a minimum of 60 % of working time in an office. Regular travel to detention establishments is required (average one to two nights per fortnight).
Assessment processCandidates who progress past the application stage will complete an online assessment testing analytical skills and knowledge of research methodologies. Successful candidates are then invited to an interview.
