Job holders within this Group Profile will manage transactional activity within their relevant administrative Hub. They line-manage staff and apply all Human Resources (HR) policies and practices. They are responsible for people management, including staff management, disciplinary investigations, performance management and staff appraisals. This non-operational role may involve contact with prisoners depending on the area of work.

Responsibilities

  • Contribute toward development of local policy, procedures and practice and ensure consistent application.
  • Manage devolved budgets in accordance with the financial procedures outlined in the budget delegation.
  • Manage the achievement of Service Delivery Indicators (SDIs) and standards within the work area, verifying and signing off documentation as appropriate.
  • Attend relevant unit meetings to provide feedback on good practice and promote efficient ways of working.
  • Analyse and act on data collected by the Hub and produce relevant reports to show findings.
  • Ensure that data entered into local and national systems is accurate and in accordance with agreed timescales.
  • Monitor performance of the Hub.
  • Draft all external and internal communications on behalf of the Hub.
  • Provide the Head of Function with management information relating to the relevant area.
  • Manage all staff within the area, including performance, development, annual appraisals, and sickness absence management.
  • Act as first point of contact for relevant external stakeholders.
  • Act as requisitioner or approver depending on local policy.

Qualifications and Experience

  • Band 5 first-line manager (e.g., Hub Manager, Custodial Manager, Facilities & Services Manager) with demonstrated people-management skills.
  • Committed to completing the required training package for the specialism as part of the work objectives.
  • Proficient in MS Word and MS Excel.
  • Strong information collation and analysis capability.
  • Excellent communication, influencing, and leadership skills.
  • Ability to make effective decisions and improve processes.
  • Working knowledge of quality service management.
  • Experience in managing budgets and service delivery indicators.
