The Ministry of Justice (MoJ) is responsible for running the UK’s criminal and civil justice systems. This role provides strategic HR partnering to senior leaders in HM Prisons and Probation (HMPPS), ensuring that the organisation meets its aims of protecting the public and reducing reoffending. You will work closely with the Governor and Senior Management Team at HMP Bristol, supporting the business to achieve its objectives through effective people management and workforce strategies. As a qualified or aspiring HR professional, you will draw on generalist HR knowledge and interpersonal skills to offer insight, challenge and support to senior leaders, ensuring alignment between people priorities and operational delivery.

Key Delivery Strands

  • Change Management: Understand the business and its drivers for change to support people elements of change implementation. Support the business through reorganisation, restructures and redeployment.
  • Resourcing & Retention: Partner with the business and finance to understand the current and predicted workforce picture based on attrition and recruitment forecasting. Execute interventions to address resourcing and retention challenges and facilitate access to the right services across MoJ People and Capability. Provide support and advice on resourcing vacancies, ensuring compliance with Civil Service Recruitment Principles.
  • Management & Leadership Capability: Assess line manager and leadership capabilities and support access to centrally run learning and development programmes. Support senior leaders in developing their leadership teams.
  • Attendance & Performance: Help build management confidence and capability in managing absence, performance, conduct and grievance cases. Work with the business to understand the casework picture and support senior leaders to progress cases within policy timelines. Ensure policies are understood and embedded across the organisation. Support managers with union engagement related to people activity.
  • Employee Experience and Staff Engagement: Analyse and identify people priorities through the annual Civil Service People Survey and other workforce data. Implement employee engagement interventions and support stakeholders in accessing best practice and central offers.
  • Inclusion & Well-being: Embed diversity and inclusion throughout all people strategies and action plans. Facilitate access to support networks and wellbeing services, providing a tailored well-being package where needed.

Essential Criteria

  • Ability to confidently build and manage a diverse range of relationships, including senior stakeholders (behaviour: Working together).
  • Experience delivering within an HR team (behaviour: Seeing the Big Picture).
  • Experience delivering HR plans, people management, and supporting others to optimise staff performance (behaviour: Managing a Quality Service).
  • Excellent verbal and written communication skills (behaviour: Communicating and Influencing).
  • Analytical skills to use data for evidence‑based decision making (behaviour: Managing a Quality Service).

Base Location and Travel Requirements

This role will partner prisons in the South West and will be based at HMP Bristol, 19 Cambridge Road, Bristol, BS7 8PS. You will be required to travel occasionally to Prison and Probation sites across the South West region. Postholders should be prepared to accommodate changes in partnering arrangements and provide cover for other business areas as needed.
