About us

HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. Our roles support service users and colleagues within HMCTS, where people and businesses access potentially life‑changing justice. We’re looking for individuals who are committed to public service and making a difference in people’s lives to deliver justice.

About your role

Birmingham Crown Court and Warwick Crown Court sit within HMCTS’ West Midlands Crime Region and are supported by an established leadership structure, including the Operations Manager and Court Delivery Managers. We are recruiting two Court Delivery Managers (HEO) to lead and manage Court Clerk teams based at each site.

  • Role 1 – Birmingham Crown Court: Court Clerk Team Operations Lead and Regional Operational Compliance Lead. This role combines local operational leadership with a regional compliance focus. The postholder will oversee day‑to‑day Court Clerk operations, support staff with immediate operational needs, and ensure service delivery standards are met. They will also lead operational compliance across the West Midlands Crime Region, driving the implementation, monitoring, and continuous improvement of compliance processes. The successful candidate will display a strong knowledge of compliance frameworks and demonstrate a proactive and quality‑focused approach.
  • Role 2 – Warwick Crown Court: Court Clerk Team Operations Lead. This role focuses on leading the Warwick‑based Court Clerk team, ensuring efficient daily operations, supporting staff, and maintaining high service standards.

Across both roles, successful candidates will develop and support their teams, contribute to regional performance objectives, and support the Operations Manager in delivering effective operational services. They will maintain positive and effective relationships with the judiciary, supporting agencies, voluntary and user groups, and strive for continuous improvement to enhance operational efficiency. Candidates must be familiar with work environments that are process and compliance driven, able to manage complaints and complete corrective actions within set time‑scales, and understand the importance of Health and Safety, IT/Workstation compliance and identifying and escalating any Court facilities issues to HMCTS Estates teams.

About you

Are you a hands‑on problem solver with the ability to engage with people at all levels and to deliver excellent service through effectively leading a team? A confident communicator able to work and engage with all court users, lead the team and set local priorities and objectives aligned to national/regional strategies and plans. Driven by your enthusiasm to provide excellent customer service, you understand that employee engagement, morale and motivation is key to delivering a highly effective performance.

You are able to give direction and close support to managers to develop their team plans, forming part of the overall business plan for the cluster, ensuring that targets are met and that the team is resourced and trained effectively within the allocated budget.

Location

These posts will be based at Birmingham Crown Court, Queen Elizabeth II Law Courts, 1 Newton Street, Birmingham, B4 7NA, or Warwickshire Justice Centre, Newbold Terrace, Leamington Spa, CV32 4EL.
