Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005. OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection. Team Overview

The role will be situated in the Business Design, Development & Delivery (BD3) team within the Operational Directorate. The BD3 team covers a wide range of change-related activities including continuous improvement projects for operational teams, implementation of policy and digital changes, and involvement in OPG’s larger transformational projects. The small systems (User Defined Applications or UDAs – non-Sirius operational software) development, maintenance and improvement work is also situated within BD3.

Duties and Responsibilities

Working to the digital service owner the role holder will be responsible for leading the POAS BD3 (Business design develop deliver) team with BAU implementation. The OPG currently has a significant change program ongoing with its Lasting Power of Attorney service modernisation (MLPA). However the business as usual is still dynamic with considerable change in place, the role holder will lead a team of implementation managers, CI operatives and Small systems lead to ensure that BAU implementation continues to be successful and delivered at pace for all OPG services. The role holder will also be expected to work closely with the lead of MLPA implementation to make sure any changes to the LPA service are delivered to the benefit of the long term strategy.

We are looking for someone with experience in implementing digital change, project management and continuous improvement techniques. The role holder will manage two teams within the BD3 umbrella and a large programme of change. You will lead two senior implementation managers further guiding and developing the members of the teams. You will be expected to set the direction for the team, decide on the priority in which work should be completed, launch change directly into the business and develop the skills of your staff.

You will be required to work with stakeholders across the business including Operations, Legal, Policy and Digital to identify where change is needed, produce data analysis and user needs, identify risks and business impact, recommend solutions and track benefits of the change. The post holder is responsible for ensuring that the needs of the Implementation Programme are met with minimal impact on current business.

Responsibilities will include, but not be limited to:

  • Leading and coaching a diverse team of change and implementation experts.
  • Continuous Improvement in POAs.
  • Implement policy which is agreed at the Policy, and implementation committee (PIC).
  • Identify and implement improvements to the way external stakeholders understand where OPG sits in the safeguarding landscape.
  • Making strategic choices on options, challenging high risk or costly options; promote and visibly demonstrate a culture of value for money.
  • Acting as an advocate for the transformation of the service, promoting the service’s progress and publicising learning and benefits.
  • Ensuring user insight and performance data is used to drive service design and iterative operational improvements for all service channels.
  • Ensure that the business is prepared for the change and able to release the benefits of the new service and that those benefits are recorded.
  • Simplifying underlying business processes to continuously improve the service and reduce technical debt.

Agreed Expectations

The successful candidate will be expected to work from Victoria Square House Birmingham on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments. Please note: This role requires approximately 20% on-site attendance at VSH in Birmingham to support POAs operation. Candidates must therefore be able to work from this location as required. Occasional travel to other OPG sites may also be required. The vacancy Holder will manage a team of implementation experts and will be responsible for their development.

  • OPG and MCA – experience of OPG processes and practices as well as practical experience of the MCA2005 and its effects on operations.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity. Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map.
