This role reports to the Head of Public Protection and manages a cluster of Approved Premises (AP) within a Division. The incumbent provides leadership and operational management of the AP cluster, ensuring strategic direction, resource allocation, and delivery of performance and quality targets. The role also supports other AP clusters during absences, participates in senior management out‑of‑hours call rota, and represents the Deputy Director or Head of Public Protection to external stakeholders.
Key Responsibilities
- Lead and innovate the implementation of strategy and operational delivery.
- Deliver performance and quality targets and manage the devolved budget for the AP cluster.
- Balance competing demands across geographical areas and manage middle managers and staff in line with HMPPS policies.
- Support risk management plans, including engagement with MAPPA.
- Provide advice and make decisions on the management of high‑risk offenders and placement of offenders within the AP estate.
- Play an active part in the corporate management of the NPS, taking lead responsibility for specific projects or portfolios.
- Represent the NPS in partnership work, engaging with key stakeholders.
- Implement HMPPS equality strategy and ensure staff adhere to equality and inclusion principles.
- Manage the out‑of‑hours call rota and be accountable for health and safety and estate responsibilities for the AP cluster.
- Carry out safeguarding duties for children and adults in accordance with NPS statutory responsibilities.
- Respond to operational and organisational risks and act in accordance with NPS aims and values.
- Demonstrate pro‑social modelling skills, reinforcing positive behaviours and challenging anti‑social ones.

Essential Experience
- Significant experience at middle manager level.
- Experience managing staff, supervising, deploying resources, conducting appraisals and motivating teams.
- Experience monitoring performance against targets and driving improvements.
- Experience participating in commissioning, procurement, or contract management.
- Experience in Health and Safety, Equality, and Risk management.
- Experience working with local agencies and stakeholders to develop strong relationships.
- Ability to prepare high‑level written reports and evaluate practice.
Technical Requirements
- Probation Qualification Framework: Graduate Diploma/Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice, or equivalent qualification recognised by the Secretary of State for Justice.
- IT skills: ability to interpret and apply performance reports and use related software.
