If so, we have an exciting opportunity for a HR Policy and Process Lead to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we\’d love to hear from you! As the HR Policy and Process Lead, you will be responsible for leading the design, documentation, and alignment of HR policies and processes in preparation for the Unity transition.
You will act as a subject matter expert on MHCLG’s SuccessFactors processes and play a key role in ensuring that Unity HR design decisions are validated, documented, and implemented effectively. This role also includes leading engagement with Trade Unions and managing HR-related risks associated with the transition.
MHCLG is a small policy department and this role offers a unique opportunity to transform our HR service – working with autonomy and creativity to deliver. To be successful in this role, you will be proactive, curious and solutions focused – passionately championing corporate transformation. We are looking for someone with a transformative mindset who is a self-starter and comfortable navigating ambiguity. The successful candidate will be required to work flexibly across the HR workstream – proactively spotting emerging issues and working to collaboratively resolve.
As the HR Policy and Process Lead your responsibilities will include:
- Process Design Leadership: Lead on HR process design decisions, ensuring alignment with Unity transition requirements and MHCLG’s operational needs.
- Documentation and Planning: Maintain clear documentation of Unity design decisions impacting current HR processes and manage an action plan for the HR Operations team in preparation for cutover.
- Lead HR subject matter expert: Lead MHCLG’s input into discussions on policy and process alignment – developing deep subject matter expertise and collaborating with other SMEs to ensure consistency and accuracy.
- Process Mapping: Maintain and update HR process maps to reflect current and future-state processes.
- Design Validation: Validate Unity design decisions with relevant subject matter experts to ensure feasibility and alignment with departmental policies.
- Policy and Process Alignment: Identifying opportunities for policy convergence and highlighting any outliers.
- Knowledge Management: Maintain a HR knowledge log and ensure timely updates are produced, tracked, and communicated to relevant stakeholders.
- Trade Union Engagement: Lead engagement with Trade Unions on matters relating to Unity transition, ensuring effective consultation and communication.
- Risk Management: Maintain a register of HR-related Unity risks and develop appropriate mitigating actions to support a smooth transition.

- Ability to manage risk and maintain governance documentation effectively.
- Comfortable managing complex projects and handling ambiguity.
- Desirable: Knowledge of HR systems, specifically SAP SuccessFactors.
