The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

Headquarters Joint Military Commander (JMC) Centre enables the delivery of Firm Base support to the Army, its personnel, and their dependants from the Welsh borders in the West to Lowestoft in the East. The Headquarters delivers Real Life Support to Garrisons, Stations and Units within the Central area. It is also responsible for the engagement with the civilian community and acts as the proponent for UK Resilience in times of need. This is an exciting time to be joining Headquarters JMC Centre whilst continuing to deliver operational outputs to our dependent Units, military personnel, and their families.

Main Role

This position is advertised at 37 hours per week. The White Fleet Vehicle Manager Team Leader oversees and is responsible for the management of the White Fleet (WF) vehicle fleet provision and usage across JMC Centre\’s Area of Responsibility (AoR).

Responsibilities

  • Manage the WF Office, scrutinising and processing transport requisitions in conjunction with the Transport Coordinating Warrant Officer (TCWO) ensuring their validity and compliance with Service regulations prior to acceptance and booking. Ensure all requests are processed in the requisite time.
  • Manage and ensure optimum utilisation, Value for Money (VfM) and Value for the Force (VfF). Provide monthly returns regarding utilisation of Loan Fleet and Vehicle Rental Services (VRS).
  • Authorised Demanding Officer (ADO) for JMC Centre AoR. Authorising VRS expenditure for JMC Centre ensuring cost and utilisation effectiveness.
  • Manage Continuous White Fleet unit holdings within AoR according to forecast demand, historic utilisation and periodic hire. Raise vehicle transfer/increase/decrease orders accordingly. Maintain the WF database detailing all vehicles held by Unit, location and Vehicle Registration Number.
  • Check the accuracy of the monthly permanent WF bills and re-charges, challenging any inaccuracies. Maintain a pass-through charge control database, incorporating Road Traffic Accident (RTA) & Non RTA. Authorise bill payments after 100% check for accuracy.
  • Inform Units of damage costs associated with road traffic accidents for Units to close the Form Military Transport (FMT3) loop.
  • Responsible for the management of Contract Change Notices, reviewing progress as necessary to ensure best outcomes.
  • Lead Subject Matter Expert and Point of Contact for all Units within JMC Centre. Providing Direction and Guidance on all matters relating to White Fleet and Transport.
  • Responsible for the investigation of missing vehicles reported by the service provider and follow through to completion, ensuring the minimum cost or disturbance to Units. Efficiently provide relevant information to support senior staff decision making.
  • On an annual basis respond to Regional Commands requests to review the Leased Fleet whose contracts are due to expire and order replacement vehicles if required.
  • Liaise with Units to acquire the drivers\’ details for all Penalty Charge Notices that are received and respond to the relevant Police Force within 10 days of Notice being received. Record on spreadsheet.
  • Order consumables for the Leased Fleet as and when a Unit requests.
  • Support problem solving via the application of policy direction or detailed instructions.
  • Line manager to two Administrative Officer (AO) Civil Servants.

Qualifications and evidence

  • Professional qualifications which can be achieved through an apprenticeship range from Level 2 (equivalent to 5 GCSEs), Level 3 (equivalent to 2 A Levels), and Levels 4-7 (foundation degree, Bachelor\’s, or Master’s). Apprenticeships normally last between 12 months – 3 years depending on level. Anyone can undertake an Apprenticeship and everyone can benefit from developing their skills in an accredited way. Successful candidates can discuss development options with their manager when in post.

Employment terms

The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period. Expenses for interview travel are not reimbursed. The Department is reviewing pay related allowances which could impact current allowances. Movement to MOD from another employer may affect access to childcare vouchers. Other government schemes, including Tax-Free Childcare, may be available.
