Overview

There is an expectation that you would be in the office at least 60% of the time (3 days a week).

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army is a major part of the Ministry of Defence, with responsibility for an annual budget of over £10bn and employing around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions.

Role and team

The Army Talent Management System (ATMS) is being developed to underpin the Army People System by helping to ensure a trained and effective workforce organised into Professions with understandable Skills, some of which attract pay supplements to aid workforce retention. The ATMS User Support Officer and the ATMS Skills Secondary Validator sit within the Army Personnel Directorate\’s ATMS Governance and Support Team (GST). This team is developing systems and processes to incorporate Skills into the Army\’s talent management, the first step to delivering the Defence vision of becoming a Skills Based Organisation. This is an opportunity to gain experience of People Performance Analytics and to build an understanding of how to use data to inform decision-making to support the Army\’s outputs.

These two positions are entry level and are Associate Performance Analyst roles within the Government Digital and Data Profession. Both roles are advertised at 37 hours per week and are based at Andover in the Army Headquarters. You will support the User Support Team as part of the ATMS within the Personnel Strategy branch in the Army\’s Personnel Directorate. The GST provides support to the Army\’s Professions Leadership Team and is responsible for the assurance of the ATMS data and function of the system, providing analysis and insight to inform management and continuous improvement of Professions and Skills.

Responsibilities

The User Support Officer will focus on the creation and maintenance of Service Person Skills Profiles within the Skill Profile app. The Secondary Validator will assist the team with assurance and validation tasks covering Skills. The main responsibilities for the User Support Officer include:

  • First-line technical support to users.
  • Provision of technical support to Army end-users during the creation of their Skill Profile within the Skill Profile app. Identify and communicate opportunities for continuous improvement of this support.
  • Skill Profile completion progress dashboard: process, manage and store information to support the maintenance and evolution of the Skill Profile completion progress dashboard.
  • Provide analysis and insight to drive the onboarding process, update stakeholders and communicate progress as directed.

The Secondary Validator role responsibilities include:

  • Validation of the award of a Skill Based Pay Supplement.
  • Check the qualifying criteria for the award of \’Pay by Skill\’ and compare Knowledge, Skill application, Experience and Behaviours.
  • Carry out checks against the live eligibility dashboard to inform approval or rejection of the Skill validation.
  • Assurance of Skills awarded at proficiency level 6 (Expert) or 7 (Strategist). Ensure line managers have the necessary Skills to permit approval of this award, as required by Defence direction.
  • Cross Defence engagement with the Army Profession and Skill Specialisation leads, and representatives from the Royal Navy, Royal Air Force and the Pan Defence Skills Framework team.

Future roles

Your role responsibilities may evolve into other areas of the business and may form part of the evolving People Data and Digital team, potentially including performance analysis activities and data quality assurance in the future.

Benefits and terms

Salary: £29,580 with the Civil Service Defined Benefit Pension scheme (£8,569 contributed by the MOD). The Army also offers:

Other terms

The post does not offer relocation expenses. External recruits new to the Civil Service will be subject to a six-month probation period. The Department is reviewing pay-related allowances which could impact current entitlements. If moving from another employer, childcare vouchers will no longer be available, but other government schemes (e.g., Tax-Free Childcare) may apply. Sponsorship for a skilled worker visa is not offered for this role.
