Job Introduction

Broughton and Milton Keynes Parish Council are looking for a dedicated and organised Responsible Finance Officer to join the team. This rewarding role is central to ensuring the Council’s finances are managed accurately, transparently and in line with all relevant regulations and legislation.
Working closely with the Parish Manager, the successful candidate will help safeguard public funds, provide clear financial information to support decision-making and contribute to the effective delivery of local services. This role offers the opportunity to play an important part in supporting the Council and the wider community.

The successful candidate will be expected to attend the office, council meetings and events as required.

This is a part-time position working 22 hours per week.

Working patterns will be agreed and flexed to meet service needs.

Role Responsibilities

  • Manage the Council’s day-to-day finances, maintaining accurate records and processing income and expenditure in line with Council procedures.
  • Carry out bank reconciliations, maintain effective financial controls and support sound financial governance.
  • Support the preparation and monitoring of budgets, highlighting financial risks, variances and changes to reserves.
  • Produce regular financial reports for the Parish Manager, committees and Full Council to support decision-making.
  • Process invoices, payments, payroll information and debtor accounts, while monitoring income, grants and outstanding debts.
  • Prepare year-end accounts and audit documentation, liaise with auditors and attend Council meetings as required to present financial information.

Ideal Candidate

  • Experience in local council, public sector, charity finance, bookkeeping or accounting environments.
  • Strong knowledge of financial management, budgeting, audit processes and year-end accounting.
  • An understanding of Value Added Tax (VAT), reserves, cashflow forecasting and financial reporting.
  • Excellent numerical, analytical and information technology skills, including Microsoft Office applications.
  • The ability to manage competing priorities, meet deadlines and maintain high levels of accuracy and confidentiality.
  • Strong communication skills and a commitment to ongoing professional development and training.
