Project Overview
Our client is an Engineering Consultancy and the project involves the full design and delivery of an extension to an existing vegetable oil refinery, including:
- New processing buildings
- Tank farms
- Loading bays
- Associated civil, structural, mechanical, electrical and infrastructure works
The HSE Manager will play a critical role in ensuring all activities are delivered onsite in full compliance with UK HSE legislation, site standards, and best practice.
Role Purpose
The HSE Manager will be responsible for leading, implementing, and maintaining Health, Safety and Environmental management across the project. The role is site-based and will work closely with the client, design teams, contractors, and construction management to ensure a safe working environment throughout all phases of the project.
Key Responsibilities
Health & Safety Leadership- Lead and promote a strong HSE culture across the project site
- Develop, implement, and maintain the Project HSE Plan
- Ensure compliance with UK HSE legislation, CDM Regulations, and client standards
- Act as the primary point of contact for all HSE matters on site
- Review and approve risk assessments, method statements (RAMS), permits to work, and safe systems of work
- Identify hazards and ensure appropriate controls are implemented
- Monitor high-risk activities including lifting operations, confined spaces, hot works, and contractor interfaces
- Conduct regular site inspections, audits, and safety walks
- Report on HSE performance, KPIs, incidents, and near misses
- Investigate incidents and implement corrective and preventative actions
- Ensure all contractors and subcontractors comply with project HSE requirements
- Deliver site inductions, toolbox talks, and HSE briefings
- Liaise with the client, regulatory authorities, and third-party auditors as required
- Oversee environmental controls including waste management, spill prevention, and pollution control
- Ensure compliance with environmental permits and site-specific environmental requirements
Required Experience & Qualifications
Essential- Proven experience as an HSE Manager on large industrial, refinery, petrochemical, or process plant projects
- Strong working knowledge of UK HSE legislation and CDM Regulations
- NEBOSH General Certificate (or equivalent)
- Experience managing multiple contractors in a live industrial environment
- Strong communication and leadership skills
- Ability to work full-time on site in Liverpool
- NEBOSH Diploma or equivalent
- IOSH membership (or working towards)
- Experience on COMAH or high-hazard sites
- Environmental qualifications or experience (ISO 14001)
