Can you provide an example where you led social value delivery across a large infrastructure programme, balancing community needs, governance requirements and supply chain performance to achieve demonstrable, reportable outcomes? This is a pivotal and high profile opportunity created through the continued expansion of the client’s Infrastructure Portfolio and growing commitment to delivering meaningful, measurable social value. At a time when infrastructure must do more than deliver assets, this role places social impact at the heart of decision making.

Joining the Infrastructure Portfolio Office, you will play a critical leadership role as Social Value Lead, shaping and embedding social value strategy across a diverse supply chain. You will influence how infrastructure investment delivers inclusive growth, skills development, employability outcomes, and long term benefits for communities—particularly across the Clyde. You will have the platform, authority and support to design, lead and continuously improve a social value offer that makes a genuine difference to society, while also developing strong partnerships with stakeholders at all levels.

Your duties and responsibilities will be:

  • Performing community needs assessments and community landscaping exercises to determine the needs of the local community and identify key strategic projects to address these needs.
  • Develop and deliver a social impact plan focussed on skills and employability, identifying partners for collaborative delivery, including identifying opportunities to leverage additional funding to support the delivery of plans.
  • Managing project plans, budgets, and resources effectively.
  • Build and maintain collaborative networks with key local stakeholders to identify potential opportunities that support the objectives of the social impact plan.
  • Promote good governance practices and ensure all policies and standards associated with maximising social value and generating inclusive growth are put into practice.
  • Review, monitor and provide regular updates for key stakeholders on the performance of social impact projects and provide any recommendations for improvements.
  • Monitoring, measuring, and reporting on the effectiveness and outcomes of social impact activities using established frameworks (e.g., Social Value Portal, TOMS).
  • To prepare updates and reports to social value committee members.
  • To develop case studies and impact reports to support the communication of measurable social value outcomes to a wide range of audiences.
  • Foster a culture of social responsibility by promoting awareness, delivering training and encouraging supply chain and employee participation in social value programmes.
  • Support internal teams and the supply chain with the skills to maximise social value outputs and outcomes.
  • Share best practice in the delivery of social value with collaborative partners.
  • Remain informed of developments in social value (including regulatory requirements) to shape and continuously improve the social value offer.

You will have the following qualifications & experience:

  • You will be an excellent communicator and be able to develop and maintain strategic collaborative relationships with a variety of key stakeholders at all levels.
  • Knowledge of the economic challenges and opportunities of the Clyde area.
  • You will have a strong technical understanding of social value and how to develop social value plans that maximise impact.
  • Significant, demonstrable experience of successful delivery of complex social value projects and associated budgets.
  • Fully competent in social value monetarisation tools.
  • You will be an excellent communicator and be able to communicate effectively with multiple audiences and stakeholders to develop and maintain collaborative relationships.
  • Proven experience of successfully managing multiple internal and external stakeholders.
  • Strong organisational skills.
  • Strong IT skills (Microsoft Office suite).

The setting for the role:

The role will be office based, with visits to site as required. A safety induction will be provided.
