KEY OBJECTIVES
Jobholders will be responsible for the provision of Operational Support to any Council Directorate or Service. They may be responsible for, not limited to any of the following areas:
- Organisation of training and development including accreditation, re-accreditation and staff registration with statutory bodies;
- Processing applications for service such as Education Maintenance Allowance (EMA), Care at Home, Midcare alarms etc;
- Pupil Placement;
- Financial assessment for Adult & Social Care services;
- Carer Payments such as Foster/Kinship/Adoption;
- Corporate Appointeeship.
This is not an exhaustive list. For the functions above, the Jobholder will be responsible for:
- Establishing and maintaining appropriate administrative and financial procedures to support these functions;
- Completion and recording of subsidy claims in respect of income for the Council;
- BACS payments to customers/service providers and reconciliation of Council accounts;
- Issuing of correspondence to customers in relation to their service requests;
- Assisting the Business Officer in relation to pupil placement requests and any appeal correspondence;
- Making recommendations to practice and procedures;
- Ensuring procedures are documented, fit for purpose and accessible to their team;
- Raising Sundry Debt invoices in respect of critical Council income.
Any other appropriate duties identified by Integrated Service Support Management Team.
Education:
Essential: Jobholders require a minimum of two SCE Higher Grades or equivalent and evidence of competency in literacy and numeracy such as a minimum of three Standard Grade level passes to include English and Mathematics.
Experience:
Essential: Jobholders would be expected to have experience in working in a Local Government environment and have an understanding of computer-based financial management and reporting systems in use with Council services. S/he must also have knowledge and demonstrable experience of using Microsoft Office packages.
Desirable: it would be desirable if jobholders had experience involving the supervision and training of staff.

Responsibilities
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by you.
