The Middle Level Commissioners are a Risk Management Authority under the Floods & Water Management Act, a Navigation Authority, and manage water levels to support irrigation in the heart of the Cambridgeshire Fens. The team supports the Commissioners in developing and delivering their strategic vision, ensuring both technical and administrative functions are carried out efficiently. They also provide services to Internal Drainage Boards (IDBs) in and around the Middle Level, contributing to sustainable land and water use across the region. Role Description
This is a full-time, on-site Planning and Consenting Officer role based in March. The role involves assessing, reviewing, and processing development proposals, consent applications, and planning submissions that may affect watercourses, flood risk, or navigation within the Middle Level area. The Planning and Consenting Officer will liaise with developers, local authorities, Internal Drainage Boards, and other stakeholders to ensure proposals comply with relevant legislation, byelaws, and policies. Day-to-day tasks include evaluating technical information, preparing reports and recommendations, maintaining accurate records, and contributing to policy development and guidance documents. The role also includes attending meetings, providing clear advice on planning and water management issues, and supporting wider team projects related to flood risk, navigation, and irrigation.
Qualifications
- Strong planning and project planning skills, with experience managing multiple cases and deadlines.
- Urban planning or spatial planning knowledge, with an understanding of land use, infrastructure, and environmental impacts.
- Analytical skills to interpret technical documents, maps, and data, and to assess risks and compliance.
- Excellent communication skills for engaging with applicants, authorities, and internal teams, both in writing and in person.
- Relevant degree or professional qualification in planning, environmental management, civil engineering, geography, or a related field.
- Familiarity with UK planning systems, flood risk management, or drainage and water level management is highly beneficial.
- Attention to detail, sound judgment, and the ability to work collaboratively within a multidisciplinary team.
- Proficiency with standard office software and, ideally, basic GIS or mapping tools.
