The Procurement Manager will oversee procurement activities, this role will offer forward thinking insight across a specific category.

You will provide insight and support with PA23 and how best to adhere to the latest public sector regulations in a fast-paced regulated environment.

  • Description
  • Developing and implementing category and sourcing strategies for a large, regulated organisation, delivering value-for-money outcomes across both below-threshold and regulated procurement activity, including procurements conducted under the Procurement Act 2023.
  • Ensuring procurement and contract strategies align with organisational governance, regulatory requirements and wider commercial objectives.
  • Conducting market and supply chain analysis across UK and international markets to identify opportunities for innovation, cost optimisation, risk mitigation and service improvement.
  • Leading complex end-to-end procurement exercises, including tender development, supplier engagement, evaluation, moderation and contract award, maintaining robust audit trails and governance throughout.
  • Negotiating and establishing commercial agreements across a range of categories, ensuring appropriate contractual protections, stakeholder requirements and operational objectives are achieved.
  • Managing procurement activity in accordance with relevant legislation and regulatory frameworks, including Procurement Act 2023 requirements, transparency obligations and organisational compliance standards.
  • Supporting the implementation and optimisation of procurement and contract management processes through ERP and digital procurement systems, driving improved data quality, reporting and commercial controls.
  • Partnering with business and technology stakeholders to deliver strategic sourcing activity across digital, technology and operational service categories.
  • Profile
  • Proven end-to-end procurement experience within complex, regulated environments, with strong knowledge of Procurement Act 2023 requirements.
  • Experience developing and delivering procurement and category strategies across technology, digital and business services spend.
  • Strong commercial, contract management and negotiation skills, delivering value-for-money outcomes and effective supplier relationships.
  • Experience using ERP, e Tendering and contract management systems to support sourcing, governance and reporting activities.
  • Sound understanding of procurement legislation, commercial contracts, framework agreements and supplier evaluation methodologies.

You will be based in York, offering hybrid working, and a salary starting at 52,000.
