Overview

Pay and Policy Manager at the Serious Fraud Office (SFO), London. Reports to the Head of People. Responsible for civil service pay, rewards and people related policies.

Responsibilities

  • Lead on development and delivery of the SFO pay and reward framework, including annual pay remit processes for SCS and delegated grades, ensuring compliance with central Government pay controls.
  • Work with divisional business areas, people and financial business partners to understand business issues and develop effective reward strategies aligned with Civil Service pay policy and SFO strategic needs.
  • Analyse workforce market trends and benchmark data to inform competitive pay and reward structures.
  • Build and maintain strong relationships with stakeholders across the SFO and public sector, including the Civil Service.
  • Engage with Trade Unions on policy and pay negotiations, supporting consultation and collective bargaining.
  • Prepare papers and recommendations for pay strategies and people policy, including internal communication and manager development plans.
  • Ensure all people related policies align with SFO values, strategic objectives and Civil Service frameworks.
  • Use excellent communication skills to manage challenging situations and convey complex information to executives, leadership teams and the board.
  • Own and lead key work portfolios within the wider HR agenda, including job evaluation requests, pay flexibility, pay equality and employee benefits.
  • Represent the policy, pay and reward specialism across the civil service network of government bodies, focusing on Cabinet Office and HM Treasury.
  • Line manage and develop the Policy and Procedure Lead, setting objectives and supporting professional development.

Qualifications & Experience

  • Proven experience of scoping, designing and implementing pay and reward strategies and policies.
  • Significant experience in HR policy development.
  • Experience of working collaboratively with Trade Unions.
  • Strong analytical and numerical skills to make evidence‑based decisions or recommendations.
  • Supporting CV outlining job history and qualifications.

Location

Based at 2‑4 Cockspur Street, London, SW1Y 5BS. The office will move to Canary Wharf late 2026. Work must be in the UK and hybrid arrangements apply with regular office attendance.

Salary

£57,602 – £68,167 (Grade 7). Promotion candidates generally receive the salary minimum or a 10% increase on their existing salary. Level transfer candidates retain their existing salary.
