Job Title: Regional Information and Coordination Centre (RICC) Manager

Salary: The starting salary is £48,995, which includes allowances totalling £3,009.

The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Nationally, Regional Information and Coordination Centres (RICCs) are responsible for coordinating communication and mutual aid resourcing across their policing region. Each RICC is led by a strategic assistant chief constable (ACC) who has delegated authority to determine regional police mobilisation levels and coordinate responses to resource requests, working collaboratively with other ACCs to ensure consistency and operational readiness. The MPS forms the London region alongside the City of London Police and British Transport Police.

Outside periods of activation, RICCs maintain a regional events calendar, support National Police Coordination Centre (NPoCC) planning, and establish service level agreements for responding to national requests. They routinely work with other regional capabilities such as counter‑terrorism hubs and intelligence units to strengthen planning and support mobilisation. RICCs also develop regional mobilisation plans, identify strategic holding areas, and select trained mutual aid liaison officers (MALOs) to act as key links between host, donor, and national coordination structures.

Additional functions include quality assuring force mobilisation plans, capturing cross‑force collaboration, facilitating fast‑time resource deployment, and agreeing conditions of service for staff deployed on mutual aid. They also conduct debriefs, share good practice, maintain accurate regional data on Mercury (a standalone IT system), and ensure trained public order commanders are available.

Lead the coordination, communication and mutual aid resourcing across the London policing region (the Metropolitan Police Service, City of London Police and British Transport Police) to ensure regional and national policing requirements are met.

Oversee the London region's interface with the National Police Coordination Centre (NPoCC), including national planning, mobilisation activity, information returns and requests for mutual aid, to ensure effective regional and national coordination.

Provide regional mobilisation briefings, situational awareness, risk assessments and escalation advice to the Regional Mobilisation Lead, MO6 Senior Leadership Team and MPS senior leaders to support informed decision-making and organisational oversight.

Maintain strategic relationships with force mobilisation leads, public order planning teams and partner agencies across the London region to facilitate effective communication, collaboration and resource coordination.

Lead the development, maintenance and assurance of regional mobilisation plans, service level agreements and mobilisation guidance to ensure compliance with national requirements and operational readiness across the London region.

Oversee the recording of mutual aid deployments, allocation decisions, escalation activity and mobilisation outcomes to ensure decisions are transparent, auditable and supported by accurate records and governance processes.

Manage the selection, development and deployment of Mutual Aid Liaison Officers (MALOs) to provide effective links between host forces, donor forces and national coordination structures during mobilisation activity.

Maintain oversight of regional public order capacity, capability and resource availability, including the quality assurance of Mercury data and force mobilisation information, to support effective mobilisation planning and operational delivery.

Oversee the testing and maintenance of out-of-hours mobilisation arrangements, workforce resilience measures and surge capacity plans to ensure continuity of service during critical incidents, major events and periods of increased demand.

Coordinate regional and national exercises, debriefs and organisational learning activity to identify improvement opportunities, share best practice and strengthen mobilisation capability across the London region.

Lead the development, implementation and review of MPS mutual aid and mobilisation policies, governance frameworks and assurance processes to promote consistency, interoperability and compliance with national standards.

Oversee financial accountability for mutual aid activity into and out of the London region, deliver strategic reporting and management information to the MO6 Senior Leadership Team and MPS Management Board, and lead the coordination and delivery of London regional boards, governance forums, meetings and working groups to support accountability, resource management and regional collaboration.

This role does not attract Shift Disturbance Allowance. If you are currently in a shift-working role, SDA should cease upon appointment to this job.

  • Knowledge of UK public order policing and the role of the National Police Coordination Centre (NPoCC) in coordinating resources and mutual aid between police forces.

Skills

  • Able to communicate clearly with stakeholders at all levels, including briefing senior officers and staff up to Management Board level.
  • Able to analyse and interpret data to support resource management, operational planning and decision-making.

Experience

  • Experience of public order policing resource management and/or mutual aid resourcing within UK policing.
  • Experience of working across multiple police forces to coordinate resources and deliver mutual aid.
  • Experience of engaging with force, regional and national stakeholders to achieve operational outcomes.
