Job Summary: The current operational environment for CTPHQ is dynamic, and CT Policing must continually respond to the threat faced; therefore change is at the heart of CT. Working within CTPHQ, the Portfolio Planning & Resourcing Lead is part of the Change Pillar, overseeing change activity across the CT Network.
Role Position within the CTPHQ Change Pillar: The Change Pillar manages the delivery of the Counter Terrorism (CT) and Protective Security (PS) Policing Change Portfolio to meet strategic objectives. It is split into five teams: Portfolio Management Office, Business Change, Project and Programme Management, Business Design and Assurance, and Standards. The Planning and Resourcing Lead works within the Portfolio Management Office, supporting programmes and projects in the CTP Change Portfolio. The role reports directly to, and is managed by, the Band A Head of Portfolio Office.
Job Purpose: The role oversees all national and London CT & PS portfolio, programme and project planning, scheduling and resource planning. It maintains effective planning and resource management approaches and processes, enabling effective decision making at all levels and liaising with senior stakeholders across change, to ensure the right resources are available to deliver the Change Portfolio with robust, realistic schedules. It also provides a centre of excellence for Planning and Resourcing Management, delivering tools, training, guidance and quality assurance at portfolio, programme or project level, and specialist benefits management expertise to the CT Policing Executive and the national CT policing network. Sitting under the Portfolio Management Office, the role holder acts as both the Portfolio Management and Centre of Excellence lead for Planning and Resourcing.
Key Responsibilities:
- Leadership: Lead by example in creating and embedding an inclusive team culture in the specialism. Ensure the team is resourced with people who have the required skills, experience and motivation. Role model expertise and provide development to Band Cs. Be the go‑to expert for planning and resourcing across the portfolio. Promote effective working relationships with Programme Managers, (Senior) Project Managers, Regional Change Managers and others to embed good planning and resource management practices at all levels.
- Portfolio Management: Ownership of the national and London CT & PS portfolio plans, managing sequencing, milestones, dependencies and resource forecasting. Lead the Portfolio Management Planning & Resourcing function by applying advanced knowledge in planning and resourcing. Champion and implement portfolio planning and resource management to meet industry standard. Direct, monitor and report on resource application and consumption. Lead effective management of demand and supply of resources, including forecasting, succession planning, recruitment and onboarding. Maintain structure and control of portfolio‑level planning and resourcing processes, liaising with senior stakeholders. Create a single collective picture of each project, programme and the portfolio, analysing risks, benefits and planning inputs. Encourage collaboration with Reporting & RAID and Benefits teams to track milestones and dependencies.
- Centre of Excellence: Lead the Planning and Resourcing Centre of Excellence function. Own the development roadmap for the planning and resourcing specialisms. Lead creation, continuous improvement, and consistent use of planning and resourcing tools, templates and processes across the portfolio. Work closely with portfolio leadership, project and programme managers to understand planning needs. Lead development and implementation of robust planning and resourcing approaches and provide guidance at portfolio, programme and project level. Provide overall direction and expertise for planning and resourcing tools and products for monitoring. Ensure provision of hands‑on support and guidance to the programmes, ensuring consistency and adherence to standards. Enable effective governance and decision making through best‑practice guidance. Use experience and lessons learned to support delivery of projects and programmes. Act as a “critical friend”, ensuring controls are robust, realistic and achievable.
The post holder may also provide hands‑on specialist support to Programme and Project Managers when required.

Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) before taking up the post; there may be a requirement to undergo Developed Vetting (DV) once in post. The post requires British nationality and an Enhanced Security Check (eSC)/Developed Vetting (DV) clearance. There are limitations on travelling to certain countries; additional security checks will be undertaken as part of the recruitment process.
