Job Summary

The Strategy, Planning and Performance Pillar (SPP) is a diverse and multi-skilled team that sits in the heart of the CTP Headquarters. We work collaboratively with CTP colleagues and partners to ensure that CTP has effective strategies, policies and plans in place, along with the capabilities it needs to keep the UK and its interests protected.

Informed by CTP’s strategic approach, and contributing to the UK’s CONTEST and National Security Strategy, we set out clear strategic direction, ensuring that CTP remains able to adapt to fast-evolving threat landscapes and keep the public safe. We deliver and assure this by establishing clear implementation plans with performance metrics that are monitored and delivered through effective governance structures. We also support, advise and brief CTP’s senior leaders, and engage with partners across policing, government and internationally in support of our missions. In addition, the team supports and coordinates aspects of CTP’s organisational response to operational incidents and investigations.

The Strategy and Policy team brings together police staff and civil servants on secondment. The team is high-performing, influential and inclusive. It is the ideal place for existing or aspiring policy and strategy professionals to make a real difference and develop their careers in an operational policing environment. This position provides a unique opportunity to gain experience of the national Counter Terrorism Policing Network and wider security partners.

In this role, you will work closely across the national CTP Network, alongside wider policing structures, and with partners across the UK Intelligence Community (UKIC) and Whitehall. You will work directly with senior police officers and senior leaders across CTPHQ, government departments and security partners, helping to craft strategy, shape policy, and provide clear, authoritative advice on some of the most pressing issues in national security.

You will play a central role in strengthening CTP relationships across government departments, law enforcement and security agencies - including but not limited to Homeland Security Group, UKIC and frontline policing. You will be expected to understand the challenges, consequences and opportunities of proposed changes in government policy and legislation, articulating a clear CTPHQ position that meets the operational requirements of frontline CT officers. You will ensure that CTP’s position is heard and understood on key issues affecting the CTP network, and influence and negotiate on behalf of CTP on strategic challenges, priorities and delivery.

There are four roles in the team, each specialising in thematic areas across our Counter Terrorism, Counter State Threats, and Protective Security missions. Which role you take will be subject to business need and role availability. Your preference will be taken into account where possible.

Key Tasks

  • Provide expert policy advice to support effective, informed and coordinated decision-making.
  • Identify and assess the challenges, consequences and opportunities of proposed changes in Government policy and formulate a clear CTPHQ position.
  • Identify the critical issues for CT policing, providing senior leaders with clarity and making pragmatic recommendations based on available evidence.
  • Lead and represent CTP in policing, national security and cross-government partnerships on your allocated policy area, and other policy and strategy matters, including in relation to our other national security missions.
  • Ensure that customer expectations are met or managed and that external pressures and priorities do not compromise CT policing objectives.
  • Produce timely and high-quality briefings, letters, presentations and updates for and on behalf of CTP senior leaders.
  • Support effective governance and senior decision-making, including through formal and informal support to relevant Boards.
  • Provide updates and respond to Home Office and wider government requests for operational information as part of SPP’s on‑call roster, and support the wider crisis management response to incidents.
  • Line manage Band C Strategy and Policy Advisor(s)
