Job Title: Learning Delivery Operations Lead
Salary: The starting salary is £62,310, which includes allowances totalling £3,009.
The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £72,254. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.
We are seeking an experienced and dynamic leader to join the People Directorate as our Learning Delivery Operations Lead.
Reporting directly to the Deputy Director for Learning Delivery, this is a senior leadership role responsible for the strategic oversight, governance and operational effectiveness of learning operations across the organisation. The role ensures learning resources, facilities, systems and support services are aligned to organisational priorities and capable of delivering high-quality operational, professional and leadership development programmes.
As a key member of the Learning Delivery Senior Leadership Team, you will play a central role in ensuring learning delivery remains efficient, resilient, safe and responsive to organisational demand.
About the Role
The Learning Delivery Operations Lead is responsible for the planning, coordination and optimisation of learning operations across the People Directorate.
You will provide strategic leadership for learning resources, instructor capacity, training facilities, equipment, operational support functions and learning systems, ensuring they are deployed effectively to meet workforce development requirements.
You will lead governance, performance, assurance and continuous improvement activity across Learning Delivery, providing senior leaders with the insight, assurance and strategic advice required to support decision making and organisational planning.
The role also holds responsibility for operational resilience, business continuity, health and safety compliance and the successful delivery of key corporate learning events.
Key Responsibilities
- Provide strategic leadership for Learning Operations, ensuring learning delivery models, resources and infrastructure support organisational priorities and workforce requirements.
- Lead governance, performance and assurance arrangements across Learning Delivery, overseeing operational effectiveness, compliance, risk management and resource utilisation.
- Drive continuous improvement initiatives that enhance efficiency, resilience, customer experience and value for money.
- Lead the planning, allocation and deployment of instructors, assessors, learning support staff, facilities and training equipment.
- Oversee workforce planning, capacity management, abstractions and demand forecasting to ensure learning delivery remains aligned to organisational priorities.
- Act as the senior lead for health and safety across Learning Delivery, ensuring compliance with legislative and organisational requirements.
- Provide strategic oversight of operational risk, resilience and business continuity arrangements.
- Lead the development, testing and maintenance of business continuity plans to ensure critical learning activity can continue during periods of disruption.
- Produce and present performance, compliance, risk and resource management information to senior leaders, providing strategic advice and recommendations.
- Lead the planning and delivery of key learning and workforce development events, including induction programmes, passing out parades and corporate learning activities.
- Build strong relationships with internal and external stakeholders to support learning delivery, operational performance and continuous improvement.
- Deputise for the Deputy Director for Learning Delivery as required.
This role does not attract Shift Disturbance Allowance. If you are currently in a shift-working role, SDA should cease upon appointment to this job.
- Significant experience of leading operational services or learning delivery functions within a large, complex organisation.
- Proven experience of workforce planning, resource management and operational deployment to meet changing organisational demands.
- Experience of developing and implementing governance, assurance and performance management frameworks that improve operational effectiveness and service delivery.
- Strong strategic leadership skills, with the ability to translate organisational priorities into effective operational plans and outcomes.
- Experience of managing operational risk, business continuity, resilience and health and safety within a complex environment.
- Strong analytical and decision-making skills, with experience of using performance data and management information to inform planning and resource allocation.
- Excellent stakeholder management and influencing skills, with the ability to build effective partnerships and provide credible advice to senior leaders.
- Experience of leading organisational change and continuous improvement initiatives that have delivered measurable service improvements.
- Experience of using Learning Management Systems (LMS) and/or Learning Experience Platforms (LXP) to support learning operations, reporting and resource planning.
- Degree-level qualification or equivalent professional experience, with evidence of continuing professional development.
