Salary: The starting salary is £57,872, which includes allowances totalling £3,009.
The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.
Location: West Brompton
The NHU provides a national coordination function across the various strands of national security HUMINT. The NHU comprises of a number of units that provide a range functions and services that require coordination and support. The NHU, in its national coordination role, also support the Regional HUMINT network, CTPHQ seniors with HUMINT related matters and partners to deliver a CTP collaborative operating model which involves the ongoing delivery of a number of substantial projects. The NHU provides national governance processes for the 11 CTP HUMINT regions and for interoperable national governance boards with stakeholders. The job role will involve providing NHU managers and the CTP HUMINT capability lead with the support and coordination of these functions.
A governance and reporting manager responsible for directing and coordinating the delivery and consistency of governance processes and outputs across NHU, enabling effective decision-making through accurate, timely, and structured information.
Coordinate and align governance and reporting activity with organisational priorities, ensuring the effective delivery of operational governance, compliance, and office services across multiple national teams. Translate organisational priorities into structured governance and reporting outputs that support the NHU Senior Leadership Team (SLT) and regional HUMINT leads, enabling accurate information flow, informed decision-making, financial oversight, HR process management, and consistent stakeholder engagement. Contribute to continuous improvement, EDI, and welfare initiatives in accordance with CTPHQ governance standards and national processes.
Additionally, the post holder will provide direct line management and supervision to the Multi‑Agency Team Supervisor, ensuring performance, development, and delivery of their objectives and second line management to Enabling Staff
The role is based in London and requires regular office attendance.

Key Responsibilities
Governance & Operational Reporting
- Promote and reinforce consistent application of governance processes across
NHU.
- Provide informed guidance on governance standards and ensure alignment with national requirements.
- Translate complex information into clear, evidence-based reporting for SLT.
Business Support & Compliance
- Coordinate and monitor compliance with HR and mandatory processes across NHU.
- Monitor HR/Finance performance against compliance requirements and elevate risks where required.
- Support continuous improvement of NHU HR/Finance systems, ensuring efficient and resilient processes.
- Coordinate EDI, Precision Leadership, and welfare‑related activity, updating the Unit Head on progress and supporting a positive organisational culture.
Financial Coordination
- Produce financial reporting and forecasting to inform planning and resource discussions.
- Ensure accuracy and integrity of financial data submitted to Finance and governance forums.
Direct Supervision
- Provide line management and performance oversight for the Multi‑Agency Team Supervisor, including objective setting, workload prioritisation, and professional development.
- Ensure Multi‑Agency Team outputs support NHU requirements and comply with governance expectations.
- Provide line management and performance oversight for the national enabling Sergeants.
- Provide second-line management oversight to a cadre of 15–20 national enablers, with day‑to‑day supervision delivered through partner organisations.
Operational Coordination & SLT Support
- Coordinate governance activity across SLT and regional teams to support alignment and delivery against agreed priorities.
- Track and maintain visibility of governance timelines, actions, and outputs across NHU.
- Prepare high‑quality briefings, presentations, and reports for senior stakeholders, including partners in governance forums.
- Support the consistent application of governance processes across NHU teams
- Coordinate office operations and SLT information flow to support effective decision-making and organisational planning.
Stakeholder Engagement
- Build and maintain effective working relationships with internal and external partners, including CTPHQ, Home Office representatives, and regional CTP HUMINT teams.
- Represent NHU in governance forums, presenting accurate reporting and contributing informed input on governance matters
- Influence stakeholders through clear, evidence-based reporting and analysis
Operational Governance, Assurance and Coordination
- Coordinate governance activity for national HUMINT working groups, including agenda preparation (aligned to agreed priorities), accurate record‑keeping, action tracking, and maintaining an audit trail to support compliance and assurance.
- Support joined‑up governance across CTP HUMINT organisational and geographical boundaries, ensuring consistency and clarity of processes.
This role does not attract Shift Disturbance Allowance. If you are currently in a shift‑working role, SDA should cease upon appointment to this job.
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.
This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.
As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.
