Job Title: Commercial Lead – Property and Facilities Management

Salary: Starting salary £77,775 (basic £74,766, up to £82,362 with annual increases). Includes £3,009 allowances – £2,009 location allowance and £1,000 non‑pensionable allowance.

Location: Kilburn

Contract: Permanent, full time, 36 hours per week

Background to the Role

The Metropolitan Police Service (MPS) Commercial Function delivers end‑to‑end commercial lifecycle management, supporting the wider business in working with third parties. MPS spends over £840m each year on diverse goods and services—from ammunition to IT contracts, vehicles to stationery—and manages 30 large outsourced service contracts.

We are undergoing a large‑scale transformation to build a world‑class capability, engage effectively with markets and suppliers, simplify ways of working, and deliver outcomes through commercial policy.

Role Description

This role sits within the Property pillar, providing commercial support to stakeholders responsible for hard and soft facilities management, utilities, operational services and catering across over 200 sites in 32 London boroughs. The aim is to become a trusted commercial advisor, delivering value through sourcing, contracting and continuous improvement.

Key responsibilities include:

  • Managing commercial activities for ~50 contracts worth £1.2bn, ensuring performance, risk, issues, financial oversight and statutory compliance.
  • Developing and implementing category strategy and sourcing strategies.
  • Leading procurement events and negotiating contracts.
  • Building relationships with MPS stakeholders and external suppliers, including the Greater London Authority for renewable energy collaboration.
  • Driving continuous improvement and value for money, working autonomously within MPS governance frameworks.

Pillar Scope

Facilities Management – responsibility for traditional FM services, catering, covert and RASP contracts, procurement strategy, risk management, and collaboration with GLA for renewable energy PPA.

Construction Services – major capital works including Programme 11 BCU, forward works, NZC, EV estate, CCTV upgrade, ESB refurbishment.

PFI Sites – support to two PFI contracts at MPSTC Gravesend and SEL Police Stations, expiring 2028/2029.

Qualifications

  • Experience and knowledge of the FM market and commercial strategy.
  • Proven delivery of organisational benefits through procurement strategy implementation.
  • Strong sourcing and procurement methodology understanding, preferably public sector.
  • Supplier relationship development and performance issue resolution.
  • Senior stakeholder influence and communication.
  • Prioritisation and workload management with project management skills.
  • Knowledge of purchase‑to‑pay systems.
  • CIPS qualification or IACCM certification (or working towards).
  • Experience designing and implementing category strategies.
