Salary: The starting salary is £62,310, which includes allowances totalling £3,009.

The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £ 72,254. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

At Counter Terrorism Policing (CTP) our purpose is clear – to keep people safe from terrorism. To do this we are constantly evolving, developing new and innovative ways to counter the ever shifting terrorist threat.

What is the job role and purpose?

As a Business Design Lead, you’ll leverage new technologies, varied datasets, and specialist operational knowledge to undertake detailed analyses and develop evidence-based solutions to some of CTP’s most complex challenges.

You will take a leading role in the development of the CTP Business Design Team, supporting your colleagues in harnessing and developing best practise, and consulting with the CTP Network to identify the right way to tackle problem solving opportunities.

You’ll collaborate and build relationships with a wide variety of stakeholders from across the public sector, playing a pivotal role in reacting and reshaping the country’s CT approach.

Where will you fit in the design team structure?

The Business Design practice has three levels of experience, with a focus on development and career progression.

  • Entry - Junior Business Design Analyst (Band D)
  • Experienced – Business Design Analyst (Band C)
  • Senior – Business Design Lead (Band B)

Joining this role will not only unlock opportunities within this team, but also across the wider opportunities within Counter Terrorism Policing.

What will be your key roles and responsibilities?

  • Lead on the definition of organisation problems using quantitative and qualitative analytical techniques, driving diagnostic and solution identification activity within a multi-disciplinary project team
  • Design and assure appropriate solutions to business challenges and determine the impact on CTP’s operating model
  • Manage senior stakeholders and translate complex organisational problems and solutions into simple compelling narratives that achieve broad business consensus
  • Develop and manage commercial relationships to ensure that contractor resource can be leveraged to meet the demands of CTP change demand
  • Lead on maturing the business design practice, expanding your own and others’ skillsets, providing assurance, and developing new approaches
  • Task manage teams of resources on projects and programmers
  • Line Manage Business Design Analysis and Junior Business Design Analysts

Who will the role holder need to work closely with?

  • The Business Design Team, participating in team knowledge sharing and contributing to the development of the Business Design offering within CTPHQ.
  • Officers and Staff across the CTP Network, to gain an understanding of their operational requirements, challenges and opportunities. You will sustain and manage this group as key stakeholders, building relationships and ensuring buy in to the design.
  • Programme and Project Teams to ensure that Business Design Activity is fully understood and incorporated into the Project Plan and activities.
  • Other members of staff within the CTPHQ Change Pillar, particularly in the Project and Programme Management, Business Change and Benefits teams, to ensure design activity is feeding the shape of the project and key activities.
  • Strategy and Performance colleagues to identify the drivers for organisational change, and to gain appropriate management information to identify and evidence the need for change.
  • Finance, HR and Communications business partners within CTPHQ to collate data, identify and manage ‘people’ impacts as part of design activity.

What training will I be provided in this role?

Changing the way that CTP operates is not a ‘cookie cutter’ process, so we want to ensure that all staff have a diverse toolkit that they can leverage when tackling business challenges.

The following training and professional development opportunities will be provided to support the development of the Business Design toolkit:

  • Business Design Team Training Modules (internally developed and delivered)
  • BCS Advanced International Diploma in Business Analysis, or selected modules aligned to role requirements, which may include:
  • TOGAF Business Architecture
  • APMG Managing Portfolios (MoP)
  • PRINCE2 Portfolio Management Foundation and Practitioner
  • Managing Successful Programmes (MSP) Foundation and Practitioner

  • Experience in developing business operating models and delivering change through formal methodologies and approaches
  • Solutions-oriented, innovative, forward-thinking approach to complex challenges
  • Experience managing junior staff and supporting others in navigating conflicting requirements and priorities

Desirable Skills and Experience:

  • Holds a Project Management Qualification (i.e. PRINCE2) or experience managing projects, or complex workstreams within larger programmes of work
  • Has experience of leading, developing and motivating a team within a challenging, change driven environment
  • Has an awareness of Enterprise Architecture, and the value that key Business Design Artefacts (i.e. Target Operating Models) have within an Business Design Context
  • Experience of working with various stakeholders within a large organisation including managing expectations and dealing with conflicting requirements and priorities
  • Is confident in developing and maintaining relationships, even within a challenging context
  • Experience working in matters of national security and counter terrorism
