Required Skills, Knowledge and Experience
- Ability to evaluate and present complex contractual issues resulting in sound recommendations to senior managers for solutions.
- Breadth of experience working within a commercial setting in government or the public sector or significant experience working in a regulated environment.
- Knowledge and experience of Procurement vehicles/frameworks/contracting routes and Public Sector contract structures.
- Excellent communication and influencing skills, including the ability to advise and guide stakeholders and build relationships with customers and suppliers.
- Understanding of commercial, contract and supplier relationship management techniques and demonstrable experience of applying them in practice.
- The ability to lead by example, communicating in a truthful, straightforward manner with integrity, impartiality and promoting a working environment that supports the Civil Service values and code.
- Ability to draft complex change and legal documentation within an ICT/software environment.
- Minimum of CIPS level 4, ideally MCIPS.
- Civil service expert contract management accreditation is desirable.
- Experience of contract exit and TUPE is desirable.
- PRINCE 2 or equivalent is desirable.
Key Responsibilities
- Provide hands‑on contract management support for the existing project and managed service contract.
- Provide hands‑on procurement support for all contract ends, renegotiation and tendering exercises.
- Provide robust commercial assurance, which is consistent, clear and addresses commercial risk, value for money, compliance with relevant policies and regulation.
- Manage any commercial disputes between the team and suppliers that may arise.
- Lead on the Supplier Management/Service Management activities from a contractual perspective.
- Act as a commercial advisor, providing advice, guidance and support to enable commercial opportunities and consequences to be understood.
- Build effective relationships across stakeholders and suppliers, fostering trust and transparency in order to allow you to provide the best level of commercial advice and guidance.
- Work with other team members to enable continual improvement and commercial capability development across the team.
- Take responsibility for ensuring that a robust commercial pipeline and contracts register is in place.
- Provide strong leadership to wider colleagues to deliver high quality commercial solutions.
- Provide input to Management reports and other requests for information as required.
