Merseyside Police is seeking an exceptional leader to take on the role of Head of Building and Technical Services within our Corporate Assets Directorate. This is a pivotal position responsible for ensuring the delivery of a high-performing, 24/7 building and technical service that supports the operational aims and strategic objectives of the force.
You will drive continuous improvement across our estate, ensuring best value, robust standards, and a professional, responsive service. As a senior leader, you will also deputise for the Assistant Director of Corporate Assets on all building and technical matters, including presenting to Chief Officers and the Police and Crime Commissioner (PCC).
Key Responsibilities- Lead and manage the delivery of building and technical services across a diverse property portfolio.
- Ensure effective resource planning and service delivery to maintain a 24/7 operational capability.
- Drive continuous improvement, sustainability, and carbon-reduction initiatives across the estate.
- Oversee contract management, ensuring the appropriate use of contract types and compliance with legislation, including CDM regulations.
- Translate force strategic priorities into actionable plans, measured against SLAs and KPIs.
- Provide expert advice to senior leaders, influencing decision-making across the force and partner agencies.
- Analyse complex technical, financial, and operational issues to support effective, innovative solutions.
- Lead on the interrogation of dilapidation surveys and property-related risk assessments.
- Ensure effective use of Building Energy Management Systems (BEMS) to identify and deliver energy-saving opportunities.
- Uphold PCC Standing Orders, Financial Regulations, and Force Financial Instructions in all procurement activity.
To be successful in this role, you will bring:
- Full membership of a recognised built-environment professional institute (e.g., IWFM, RICS, CIOB, CIBSE, IET, CIAT, RIBA).
- A degree-level qualification or equivalent in a building, electrical, or mechanical discipline (minimum HNC/NVQ Level 4).
- At least 10 years post-qualification experience at senior management level within property maintenance or facilities management.
- Extensive knowledge of building maintenance management, sustainability, design, development, and property management.
- Strong leadership, motivational and people-management skills.
- In-depth understanding of contract types, procurement processes, and relevant legislation.
- Excellent analytical, problem-solving and decision-making capability.
- Outstanding written and verbal communication skills, with experience presenting at senior levels.
- Ability to work under pressure, manage a diverse workload, and meet tight deadlines.
- A full driving licence and access to suitable transport.
